The African Civil Aviation Commission wishes suitably qualified candidates to fill the position below at its Headquarters based in Dakar, Senegal.

Position Assignment
- As Chief Executive Officer of the Commission in the terms of Article 14 of the AFCAC Constitution, the Secretary General who is accountable to the Bureau, is responsible for the general direction of the work of the Secretariat, for proposing the commission’s work programme and implementing it once approved by the Plenary Session, and for budget proposals and ensuring the sound financial management of the commission in accordance with the Financial Regulations.
- Ensure the General Secretariat and the coordination of AFCAC management and secure the implementation and monitoring of resolutions, directions and decisions of AFCAC bodies.
- Coordinate and promote civil aviation in Africa by cooperating with the African Union, ICAO as well as the various organizations and bodies in the sector.
- Implement the strategic Objectives and Vision of AFCAC.
Main Responsibilities
- Ensure the supervision and coordination of AFCAC administrative and financial manage.
- Ensure the follow up and implementation of the resolutions directions and decisions of the Plenary Session, the Bureaus and the monitoring body of the Yamoussoukro Decision (YD) in accordance with AFCAC’s rules and regulations.
- Represent AFCAC and defend its interests under the directions and with approval of the Plenary Session and the Bureau.
- Promote the development of AFCAC programmes, projects and initiatives
- Prepare and submit proposal regarding AFCAC’s working programmes, business plans, strategic objectives, projects activities and budgets and secure their implementation.
- Supervise AFCAC administrative and financial management by appropriately managing the budgetary and financial resources, including the collection of receipts approved originating from various sources;
- Develop financial reports, including the reports about the last three years and a budget over the three coming years which are submitted by the Bureau to the Plenary Session for approval in accordance with AFCAC regulations;
- Submit AFCAC’s activity reports to the Plenary Session, the Bureau and the Monitoring Body;
- Recruit and lay off the staff in accordance with the provisions of the regulations relating to AFCAC’s staff;
- Prepare and cover the meeting of AFCAC’s plenary session. Bureau and committees
- Organize the meeting and initiate studies in case of necessity and keep the related records.
- Submit to the Bureau and the monitoring Body the annual reports about AFCAC’s operations;
- Keep the seal, documents, files and other data relating to AFCAC’ work and make recommendations aiming at improving the AFCAC’s operational effectiveness.
Training Requirements
Advanced University degree or equivalent academic qualifications Education in civil aviation and if possible having undergone some training in the field of management.
Required Expertise and skills
- Must also have ample experience in the management of large complex organizations including the most recent standards of management and international governance
- Excellent knowledge of the civil aviation sector in Africa and having worked for at least twenty years within the sector.

- Know-how in the definition of policies and strategies
- Know – how in the organization and piloting the projects and studies with an international dimension.
- Fluency in one of the working languages of AFCAC
- The international character of this high functions, requiring contact with persons of different backgrounds and cultures, makes a knowledge of more than one of the working languages of AFCAC (including English) a highly desirable qualification.
