Position: Director of Safety and Technical Services (P/20 11/02)
Direct Line Supervisor: Secretary General
Level: P2
Position Assignment
Ensure the direction and coordination of safety activities, training and technical services for the benefit of AFCAC.
Main Responsibilities
- Ensure the direction and coordination of the activities of the Directorate of safety and Technical services and see the quality of the documents produced by the latter
- Participate to the initiation of a regulation in the field of safety
- Promote and foster the development of a common civil aviation policy in Africa
- Assist the states in solving the deficiencies through a regional approach
- Develop and harmonize the rules and regulation in the field of safety
- Promote the efficiency of civil aviation.
- Foster the exchange of information relating to safety among African States
- Maintain a strong culture of all members states in the field of safety
- Contribute to the establishment of measures regarding passenger safety and work in close collaboration with civil aviation authorities. Operators and Airport Authorities
- Participate in the establishment of training programmes for the stakeholders of the civil aviation sector.
- Contribute to taking measures aiming at strengthening the African civil aviation training institutions.
- Ensure the application and compliance with ICAO Standards and Recommended Practices (SARPs) in the field of Safety. Air navigation services, Airports, Technical Services.
- Provide its support to the Secretary General on issues of air safety
- Participate in and/or supervise, if need be, the working groups, committees and subcommittees pertaining to its competence.
- Draft working papers for the Plenary Session, the Bureau and for any other meeting to which AFCAC should participate (if need be).
Training Requirements
Advanced University degree or equivalent academic qualifications specification in aeronautics and a proven experience in the field.
Required Expertise and Skills
- Long experience (15 years or more) in management positions with responsibilities including the development of policies and procedures in the field of air safety in collaboration with government agencies regulating civil aviation or which have equivalent responsibilities;
- Confirmed managing experience in the planning and conduct of air safety programmed and related activities encompassing a large range of disciplines in the activities of air safety, including high level negotiations with government officials and the regular production of quality reports.
- Experience in the supervision of complex technical studies and reports to submitted to representative bodies
- Good knowledge of air safety activities, including knowledge of international matters and of the leading international organizational bodies, as well as of the works carried out by other relevant international organizations, knowledge of regional and sub-regional organization and state groupings, as the case may arise.
- In-depth knowledge of the best leadership and management practices in the industry, including change management.
- Good communication and writing skills
- Quality of listening to partners
- Mobility
- Fluency in one of the working languages of AFCAC
- Knowledge of more than one of the working languages of AFCAC (including English) is a highly desirable qualification.

Duration of Appointment:
Appointment will be on a three years fixed term non career basis (first year is probationary).
Duties, Obligations and Privileges
- AFCAC staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities.
- AFCAC staff members are expected to a conduct themselves in a manner befitting their status as internal civil servants.
- The benefits of AFCAC staff members will be those included in the Seat Agreement between AFCAC and Senegal.
Classification of Posts and Staff
The classification of posts and staff will be similar to those of ICAO and the United Nations system.
Salaries and Allowances
The salaries will be those of ICAO and the United Nations System.
