Director of Air Transport at African Civil Aviation Commission

The African Civil Aviation Commission wishes suitably qualified candidates to fill the position below at its Headquarters based in Dakar, Senegal.

Position: Director of Air Transport (P/2011/03)

Direct Line Supervisor:  Secretary General

Level: P5

Position Assignment

Ensure the monitoring and coordination of activities relating to air transport, aviation security facilitation and Environmental Protection of the benefit of AFCAC.

Main Responsibilities

  • Ensure the direction and coordination of the activities of the Air Transport Directorate and see to the quality of the documents produced by the latter
  • Facilitate, coordinate and successfully ensure the  implementation of the  Yamoussoukro Decision in the field of air transport supervision
  • Contribution to the establishment of an efficient air transport safety system in Africa and work in that line with airline companies and civil aviation stakeholders
  • Promote and foster a sustainable development of air transport in Africa
  • Ensure the application and compliance with ICAO standards and recommend practices (SARPs) in the  field of Security. Facilitation and  Environmental Protection
  • Facilitate and accelerate integration and freedom
  • Initiating measures aiming at consumer protection
  • Ensure the settlement of disputes between the stakeholders of the  air transport sector.
  • Make sure all African states have a national security programme.
  • Contribute and establishment of common rues fostering a healthy competition in the sector among operators.
  • Contribute to the development of facilitation measures
  • Establish measures aiming at protecting the environment
  • Represent AFCAC in national and international meetings dealing with air transport matters
  • Carry out others duties assigned by the Secretary General.

Training Requirements

Advanced University degree or equivalent academic qualifications Specialization in aeronautics, economics of air transport or air transport management.

Required Expertise and Skills

  • Long experience [15 years or more) in management positions with responsibilities including the development of policies and procedures in the field of air transport in  collaboration with government agencies regulating civil aviation or which have equivalent responsibilities;
  • Confirmed managing experience in the planning and conduct of air transport programmed and related activities encompassing a large range of disciplines in the activities of air transport, including high level negotiations with government officials and the regular production of quality reports
  • Experience in the supervision of complex technical studies and reports to be submitted to representative bodies
  • Good knowledge of air transport activities, including knowledge international matters and of the leading International bodies, as well as of the works carried out by other relevant international organizations, knowledge  of regional and sub-regional organization and State groupings, as the case may arise.
  • In-depth knowledge of the best leadership and management practices in the industry, including change management
  • Good communication and writing skills
  • Quality of listening to partners
  • Mobility
  • Fluency in one of the working language of AFCAC
  • Knowledge of more than one  of the  working languages of  AFCAC (including English) is a highly desirable qualification.

Duration of Appointment:

Appointment will be on a three years fixed term non career basis (first year is probationary).

Duties, Obligations and Privileges

  • AFCAC staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities.
  • AFCAC staff members are expected to a conduct themselves in a manner befitting their status as internal civil servants.
  • The benefits of AFCAC staff members will be those included in the Seat Agreement between AFCAC and Senegal.

Classification of Posts and Staff

The classification of posts and staff will be similar to those of ICAO and the United Nations system.

Salaries and Allowances

The salaries will be those of ICAO and the United Nations System.
