Consultant at Jigawa State Malaria Control Booster Project

Position: Consultant

The Federal Government of Nigeria (FGN) has received a Credit from the International Development Association (IDA) towards the cost of Malaria Control Booster Project in the country. Jigawa State Government has signed a subsidiary Credit Agreement for this credit and intends to apply part of the credit to cover eligible payments for consulting services to support the Patent Medicine Vendors (PMV) in the state. The role of the Consultant is to ensure the coordination of the integration of the PMV model into the delivery of malaria control interventions and to support in providing the overall vision, direction, leadership and management into strengthening private sector delivery of key malaria control interventions, specifically on Patent medicine Vendors (PMV) model component. She/he will engage and maintain collaborative partnerships and information sharing with project and multi level partners and ensure timely reporting. The consultant will report to the project Manager Jigawa State Malaria Control Booster Project.

 

Description of duties

The components of the PMV program model include, identification of registered and non-registered PMVs  and a package of interventions to include: 1) training of PMVs according  to national training guidelines, (2) subsidized drugs (through public or private sources inclusive of branding), (3) Demand creation (Improving access and use through advocacy/BCC/IEC) (4) Peer- supervised internal  monitoring of PMVs (service delivery and compliance with associations and (5) External monitoring and Evaluation of the effectiveness of the program. The PMV consultant will provide overall vision, direction, leadership, and management for strengthening private sector delivery of key malaria control interventions, specifically on Patent Medicine Vendors (PMV) model components. She/he will coordinate and direct program resources to ensure timely and cost effective implementation of component activities inclusive of the M&E plan. S/he will engage and maintain collaborative partnerships and information sharing with project and multi-level partners and ensure timely reporting. The consultant will report to the Program Implementation Facilitator.

 

Specific Responsibilities

Required Qualifications

  • Candidate must have a minimum degree in public health, social and/or behavioral sciences, medical sociology social work, community development or related field.
  • At least five (5) year prior experience in the implementation of public health programs with a broad range of public, private and civil society sectors
  • Experience or knowledge in the field of Malaria interventions and Patent Medicine Vendor services delivery
  • Proven experience in program planning, implementation and management ability to create partnerships and achieve results
  • Excellent and oral and written communication, interpersonal, teamwork, analytical, computer (word and excel) and organizational skills.

 

Characteristics which constitute advantages

  • Higher degree in any public health, sociology, social work, community development or related fields
  • Outstanding ability to consult with stakeholders, share information and foster high performance of teams
  • Willingness to travel within and outside the country
  • Previous experience managing health related projects with multiple stakeholders
  • Previous experience in supportive supervisory roles
  • Ability to use spread sheet and any other data management software
  • Good knowledge of one of the major local languages in the selected state.

The Jigawa State Malaria Control Booster Project now invites eligible  management consultants and non-governmental organizations to indicate their interest in providing the services. Thus with participatory tools, such participatory rural appraisal rapid rural appraisal, participatory learning and action etc; and the knowledge of the local languages would be required.

The firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: for selection and Employment of Consultants by World Bank Borrowers. 2004  edition.
