Nigeria Monitoring and Evaluation Management Services II (NMEMS II) seeks a suitable and qualified candidate to fill the position below in the Abuja office, Nigeria MEMS II is a USAID-funded project managed by the Mitchell Group (TMG). The goal of the project is to provide overall performance management and evaluation support to Mission Assistance Objective Teams and Implementing Partners. The HIV/AIDS PEPFAR will provide overall performance monitoring, evaluation services to USAID PEPFAR team under the (NMEMS) II project
Position: HIV/AIDS PEPFAR Advisor
Duties and Responsibilities:
1. Ensure the implementation of HIV/AIDS PEPFAR component of the NMEMS II Project and delivers on schedule.
- Management day-to-day HIV/AIDS PEPFAR Operations of the NMEMS II project and ensure adherence of HIV/AIDS PEPFAR staff and consultants to the procedures established under the NMEMS II project.
- Lead the development of annual work plan, related budgets, and approve all deliverables related to HIV/AIDS PEPFAR activities.
- Lead and organize technical support for data quality assessment and improvement activities working collaboratively with PEPFAR implementing partners and other relevant stakeholders
- Lead and organize technical support for USAID PEPFAR’s development of country operational plans and portfolio reviews
- Ensure adherence to the project quality experience processes
2. Supervise and direct the work of NMEMS II HIV/AIDS PEPFAR Senior M&E specialist
3. Lead and oversee project coordination efforts with the various implementing partners and host country organizations
- Delineate lines of communication among all stakeholders to ensure coordinate technical support to USAID PEPFAR teams and implementing partners, as well as effective collaboration with host country organizations working collaboratively with PEPFAR IP (s) supporting national level activities.
- Organize NMEMS representation at relevant meetings with stakeholders, as appropriate
- Interact with clients and other stakeholders as appropriate.
Qualification and Experience:
Required Qualifications and Experience:
- Degrees in medicine and public health
- High degree of judgment, maturity, ingenuity, and originality to interpret strategy: to analyze, develop and present work: and to monitor and evaluate implementation of programs
- Ability to analyze and monitor complex health/HIV/AIDS situations
- Minimum 5 years field experience focused on supporting HIV/AIDS/PEPFAR activities
- Ability to develop and carry out work plans and solve problems independently.
- Experience managing or supporting monitoring and evaluation of USG-funded projects/ programs methods and approaches (including quantitative, qualitative and participatory):
- Strong communications and interpersonal skills and ability to manage and work with diverse teams
- Commitment to working as a team
Desirable Qualification and Experience
1. Proficiency in the use of Access, Excel or statistical packages (e.g. SPSS/SAS) Training/experience
2. Qualitative and quantitative research experience
3. Knowledge of USAID and PEPFAR
