HOPE worldwide Nigeria (HWWN), is an international Non-governmental organization dedicated to social development, health services with presence in 14 States of the Federation. HWWN specializes in meeting the needs of the poor in different communities through intervention programs ranging from Care and Support for Orphans and Vulnerable Children (OVC), Economic Empowerment Programs, Capacity Building and other Sexual & Reproductive health programs.
Background
Assistance and Care for Children Orphaned and at Risk (ACCORD) project is one out of the many projects being implemented by the organization. ACCORD is a three year project funded by the United States for International Development (USAID) and implemented in Lagos, Oyo, Osun, Delta, Cross River States and Abuja. The project focuses on multiplying regional capacity for OVC support and provides services on Abstinence and Be Faithful program.
Purpose of the Assignment
To recruit 2 (two) outstanding Consultants for a minimum period of about 3 (three) months who would provide our organization with direction and guidance in matters relating to:
1. Finance, HR and Admin
2. OVC Technical Programming
Project Goal
In particular, the Consultants will provide support for coordinating resources, reviewing activities and maintaining actionable processes to complement the existing structure. Our ideal Consultants will bring for adoption in our organization a wealth of tried and a tested knowledge in international best practices, in the specific spheres.
Position: Consultant 1 (Finance, HR and Admin)
- To provide Technical Assistance in Organizational & Project performance management covering at least the following areas:
- Conduct Financial Review of the HWWN and implementing agencies in accordance with USAID guidelines.
- Analyze, develop and recommend ways for monitoring accounting/fiscal control procedures
- Provide technical assistance to Partners on accounting and financial matters, identify areas needing improvement and provide necessary staff development and training.
- Provide support with the accounting workflow in the review and the audit of the HQ, field offices and implementing agencies
- Provide main support with resolution of audited questioned costs and financial close outs at the level of HWWN and the lAs.
- Provide technical and managerial support to functional divisions in ensuring compliance with the USAID contractual requirements of the Nigeria multi funded program.
- Strengthen the capacity of Admin/HR function to allow for efficient workforce.
- Provide training on reviews of monthly, quarterly and annual financial rep-Grant management and financial management.
Qualification
- Candidate must possess a Degree in Accounting or Business management with excellent understanding of USAID Financial Accounting systems.
Position: Consultant 2 –OVC Technical Programming
- Conduct a qualitative program audit, identify gaps and recommend steps for Improvement
- Review Economic strengthening strategy, identifying variances from effective best practices and recommending appropriate steps for realiment
- Provide institutional assistance in OVC service delivery mentorship, provide technical assistance for quality provisions in accordance with the corporative Agreement (Co-Ag)
- Provide Assistance to ensure community participation
- Participate in writing follow-on applications and other RFPs.
Qualification:
- Candidate must be Programmers/Trainers with Masters or doctorate degree in public health, social work or related discipline.
- Must be someone with at least 10 years’ experience working with USAID in OVC, HIV/AIDS and other prevention programs in a resource limited setting.
Skills Requirements
General
- Experience working with host country governments, USG health agencies and/or USAID desirable
- Have knowledge of USAID and Department of State budget and programming processes.
- Experience in institutional development mentoring and training for different cadres of staff & partners
- Ability to work with lesser technical personnel in rural/semi urban communities.
