Vacancies: State Program Manager, Sub-Contract Supervisor
We are a Leading and Reputable Non-Governmental Organization implementing a comprehensive family focused HIV/AIDS prevention, care and treatment in partnership with the different tiers of the Government of Nigeria- national, state, local and site levels. In line with the broadened scope and objectives of our work, the need for increased staff capacity around new and enlarged areas of focus have emerged. We therefore require the services of resourceful, experienced and dynamic professionals to fill the positions below
Position: State Program Manager (2 Positions,)
Location: Kogi & Kaduna
- The State Program Manager will manage and provide technical guidance to the state implementation team on HIV/AIDS care and treatment programs. The successful candidate will supervise a team of multi-disciplinary professionals providing technical assistance and support to facilities implementing HIV/AIDS care and treatment programs, H/she will assist with individual and site work planning, regional strategic planning, and reporting to donors, The position will foster productive working relationships between our organization and partner organizations while maintaining an excellent working relationship with counterparts at State and Local levels, USG implementing partners, and local institutions. The State Program Manager will represent the organization effectively and productively in engagements with stakeholders within the state especially key state government officials.
Qualification:
- Interested candidates must have a minimum of an Advanced degree in Public Health, Health Management, Medicine, or Nursing
- Supervisory experience preferably in health program management
- At least 5 years of experience working in health care system in Nigeria
- Experience working in collaboration with local Governmental partners, U.S. Government or bilateral donors preferred
- Clinical experience in HIV/AIDS prevention, care and treatment is an added advantage
- Strong management skills
- Excellent interpersonal skills
- Strong communication skills in written and spoken English
- Must be capable of independently developing and implementing the duties described above.
- Ability to speak local languages is an added advantage.

Position: Sub-Contract Supervisor (3 Positions)
Location: Benue, Kaduna & Kogi
- The Subcontract Supervisor identifies and conducts pre-award assessment of potential sub recipients for the region in collaboration with the Director of Finance, Subcontracts Finance Manager and Central office
- Subcontract Accountants. H/She will advise and train sub recipients on all applicable USG laws and regulations, funding agencies rules and regulations, terms and conditions of the subcontract. The position will ensure consistent application of organizational financial and administrative policies/standards, as well as USG rules and regulations; develop systems and tools for sub recipients financial management; training staff in their use; review all sub recipients reports and advance requests; facilitate sub recipients payments, and monitor their advances from source. The successful candidate will assist in execution of new subcontracts and subcontract close outs; conduct financial monitoring including site visits and review of new financial reports and their supporting documents; review audit reports filed by sub recipients and corrective action taken by sub recipients in response to audit findings.
Qualification:
- Bachelors degree in Business Administration, Accounting, Finance or in related field
- Minimum of five years of relevant work experience or a Master’s degree with two years of relevant work experience.
- General ledger experience required
- Experience with USG financial rules and regulations desirable.
- Knowledge of CDC, USG/other donor rules, regulations, and procedures concerning subcontracts
- Strong attention to detail
- Strong organizational and prioritization skills
- Strong computer spreadsheet and word processing skills.
