Vacancies: Director Policy, Research and Communication, Director Legal Services and Enforcement

Our client, a forward looking State Government in the Niger Delta has mandated us to carry out an Executive recruitment exercise to acquire a qualified and high achieving workforce for its Revenue Service. The potential candidates will be obligated to strengthen the service, build each Directorate to meet the goals and objectives and ensure consistent achievement of superior results for the service.

 

Position: Director, Policy, Research and Communication

This role reports directly to the Chairman/CEO

 

Job Role

  • Establish and ensure a full framework for tax policy research and development
  • Evaluate and select alternative actions to mitigate the taxpayer tax burden and cost of compliance for the Board
  • Recognize and communicate potential policy risks
  • Ensure unbroken Liaison with Government, institutions, industry and media
  • Coordinate detailed review of government policies and analyze theirĀ  impact on the industry and regulatory regime
  • Research and present recommendations and strategies for effective policy and regulatory improvements.
  • Design and ensure continuous update of the overall Communication strategy of theĀ  internal Revenue Service.
  • Prepare and publish IRS information materials, brochures, advert materials and other collaterals.

 

Minimum Qualification

  • Applicant must possess BSc/HND in Marketing, Mass Communications, Statistics, Law, Economics, Political Science or related discipline from a reputable University or Polytechnic
  • Minimum of 15 years work experience out of which 5 years must be in management position in large public or private sector of international multilateral institution,
  • Must have a demonstrated Hands-on approach and success in working/leading in a team-based environment.
  • Master’s Degree, preferably an MBA.

 

Skills/ Competencies

  • Demonstrated ability in advanced economic analysis, modeling and statistical techniques
  • Practical experience in policy, industry and market analysis
  • Excellent research and analysts skills
  • Good organizational, leadership and supervisory skills.

 

Position: Director, Legal Services and Enforcement

This role reports directly to the Chairman/CEO

 

Job Role

  • Attend to all statutory matters relating to the Service
  • Develop framework for the provision of legal services to the Board and Revenue Service,
  • Provide guidance in developing policies, regulations and procedures for the activities of the Board/Service.
  • Ensure timely processing of compliance cases for imposition of fines and penalties in accordance with the provisions of the law.
  • Ensure all subpoenas, resolutions and orders of the Service are duly served as Instructed
  • Prepare all legal documents, orders and resolutions of the Service and obtain necessary sign-off.
  • Supervise the preparation and review motions, briefs and responses to petitions on behalf of the Service,
  • Provide technical opinions on legal issues.
  • Institute civil actions against violators of internal revenue laws and represents IRS in the hearing/trial of these cases

 

Minimum Qualifications

  • Applicant must possess LL.B, BL
  • Minimum of 15 years relevant experience, of which at least 5 should be in management position.
  • Minimum of 10 years litigation experience, out of which at least five should be acquired from best practice legal firm,
  • A Master’s Degree preferably an MBA
  • A degree or diploma in Accounting, Finance or Banking
  • Membership of any recognized legal or arbitration professional body
  • An LL. M would be an added advantage
  • A Notary Public

 

Skill/Competencies

  • Extensive knowledge of the Nigerian Tax System
  • Ability to identify potential legal changes relevant to the IRS
  • Good organizational, leadership and supervisory skills
  • Dexterity in providing legal advice on tax matters and deals with legal issues arising in the service initiatives and activities.
  • Ability to conduct investigations relating to tax offences
  • Good soliciting and arbitration experience.
