Vacancies: Director Rural Institutions Development, Director Finance and Accounts, Zonal Managers

Applications are invited from suitably qualified candidates to fill the following vacancies in the Niger State Agricultural and Mechanization Development Authority (NAMDA), Minna.

 

Position:     Director Rural Institutions Development

Grade Level: 17

 

Qualification and Experience:

  • Masters Degree or its equivalent preferably in Agricultural Economics, Marketing, Business Management or related disciplines with at least 15 years experience in the Planning Organization and Management of similar outfit dealing with procurement and distribution of Agricultural inputs of which at least 15 years should have been as head of the organization literacy in computer will be of added advantage.

 

Duties:

  • Responsible directly to the Managing Director
  • Provide policy director for RID programming and strategy support to RID Programme
  • Provide directly for RID Programme implementation
  • Initiate the promotion and development of rural groups and societies
  • Facilitate the linkage of rural groups/societies to public and private sector agencies
  • Promote commercialization and privatization of input sourcing/supplies and product market
  • Organize and manage an agricultural revolving fund scheme for procurement of irrigation pumps, tube wells and washbores, inputs, agrochemicals, etc.
  • Assist in easing government control on cooperative organizations and activities
  • Promote rural finance services, rural credit scheme and capital formation among rural groups and societies
  • Coordinate, monitor and evaluate or review RID  programme implantation
  • Prepare monthly, quarterly and annual reports
  • Initiate and conduct studies on the status and potential of input supplies, institutional establishment (AJSA, CFA) and produce marketing in the State
  • Promote agricultural and non-agricultural business ventures; and
  • Carry out any other duties as may be assigned by the PM.

Position:     Director Finance and Accounts

 

Grade Level: 17

 

Qualification and Experience:

  • Candidates should possess MSC in Accounting or its equivalent, Professional Accounting qualification such as ICAN, ANAN, ACA, ACCA, A minimum of 15 years post qualification experience in Senior Management position in Finance of a large public or private corporation, preferably Agro-based in a developing country and Literacy in computer will be an added advantage.

 

Duties:

  • To prepare budget cash flow and estimate of expenditures in conjunction with Annual work plan on Annual basic and to revise them periodically
  • To manage the finances of the Project and ensure its liquidity
  • To establish sound procedures for accounting, budgetary control and application of project fund, and to ensure that they are effectively followed.
  • To implement where necessary manual or computer based accounts and other control systems
  • To supervise the maintenance of store accounts.
  • To maintain close working relations with the Heads of other departments and advising them regarding appropriate accounting and control procedures.
  • To liaise with External Auditors to ensure timely conduct of interim and year audits.
  • To liaise with the Financial Controller of P.C.U in implementing standard accounts system and policies for financial reporting and control
  • To prepare periodic management information based on financial information for the use by the project management as well as external organizations, such as PDA, Work Bank through PCU.
  • To prepare all necessary documentation for international procurement.
  • To train accounting staff
  • To carry out other duties that may be assigned from to time by the Managing Director

 

 

Position:     Zonal Managers

 

Number of Persons Required: (2)

 

Grade Level: 17

 

Qualification and Experience:

  • Applicants should possess B.Sc degree or its equivalent in Agricultural or related discipline with at least (10) years post-qualification experience, most of which must have been gained at senior management level.

 

Duties:

  • Overall Administrative responsibility for Zonal Development
  • Responsible for the financial control of Zonal Programmes
  • Chairman of Zonal Management Committee
  • Member of Project Management Committee
  • Preparation of Zonal Annual Budget
  • Responsible to the Managing Director at the Headquarters Level
  • Staff Confidential Reports
  • Approval of claims and other allowances for Zonal Staff
