Background:
Catholic Relief Services (CRS) is an International non-governmental organization supporting relief and development work in over 99 countries around the world. CRS programs assist persons on the basis of need, regardless of creed ethnicity or nationality. CRS works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates. CRS re-established presence in Nigeria in 2000 and currently focuses on agriculture, HIV and health extractives and governance, and peace building programming.

Job Context:
National Agency for the Control of AIDS (NACA) awarded a sub-grant to CRS on the Consolidated Single Stream Funded Global Fund Round 9 Grant for the implementation of a program entitled To Scale up Gender Sensitive HIV/AIDS Prevention, Treatment and Care Support Interventions for Adults and Children in Nigeria. The program seeks to scale up gender sensitive HIV prevention services among children and adults in Nigeria with a specific focus on prevention of mother to child transmission.
Job Summary:
This position coordinates data collection and data validation for the Global Fund PMTCT program ensuring that data meets donor standards.
Qualifications/Experiences:
- Masters-level degree in social science, public health or another relevant discipline;
- 2-3 years M&E experience in international development
- Demonstrated skills in training and capacity building through technical assistance and mentoring.
- Demonstrated quantitative skills, including use of statistical packages such as SPSS, EPI-INFO, STATA including Microsoft Excel, and skills in analyzing, interpreting and communicating information to a variety of stakeholders
- Ability to work closely with Church partners and commitment to CRS mission.
- Good interpersonal skills including ability to work with multiple stakeholders successfully
- Knowledge of and commitment to CRS1 principles and key development
- frameworks like the Integral Human Development Framework.
- Demonstrated commitment to gender responsive programming.
- Excellent organizational, analytical, oral and written communication skills.
- Willingness to travel within Nigeria about 60% of the time.

Job Summary:
The Monitoring and Evaluation Advisor is ultimately responsible for developing and realizing the vision for the monitoring, evaluation and learning component of CRS Nigeria’s new strategy. The MEA will ensure high standards of utilization-focused programmatic monitoring and evaluation as well as introduce innovative, gender-responsive and cost-effective solutions for data collection and analysis. The MEA will contribute to institutional and systems strengthening in Nigeria by strengthening the capacity of CRS staff and collaborating partners and facilitating learning platforms. The MEA will lead in developing solutions for knowledge management including the creation of public platforms for sharing.
Qualifications/Experiences:
- Masters-level degree in social science, public health or another relevant discipline; PhD preferred
- 8-10 years M&E experience in international development
- Demonstrated experience in providing technical assistance to national and local governments as well as to non-governmental organizations
- Demonstrated experience in facilitating meetings with broad groups of stakeholders representing the government, international donors, universities and institutions, programs, communities, and health facilities
- Demonstrated skills in training and capacity building through technical assistance and mentoring. This includes strong skills in public speaking, and delivering trainings and workshops
- Demonstrated quantitative skills, including use of statistical packages such as SPSS, EPI-INFO, STATA including Microsoft Excel, and skills in analyzing, interpreting and communicating information to a variety of stakeholders
- Demonstrated skills in proven and innovative qualitative methods (e.g Most Significant Change).
- Ability to work closely with Church partners and commitment to CRS mission
- Good interpersonal skills including ability to work with multiple stakeholders successfully.
- Knowledge and commitment to CRS’ principles and key development frameworks like the integral Human Development Framework.
