International Organization for Migration is established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

Context

Under the overall supervision of the Chief Mission (CoM) in Nigeria, and direct supervision of the Program Officer to Data and Policy and in collaboration with the Regional Officer (RO) in Dakar and Department of Migration Management at Headquarters (HQs), the successful candidate will be responsible for oversight, coordination and implementation of the  capacity building initiatives of the European Union funded project” Promoting Better Management of Migration in Nigeria”, with special focus on the seconded institutions. The overall objective of the project is to enhance the capacity of the Government of Nigeria to manage migration in order to maximize its developmental potential.

Position: Diaspora Mobilization Officer (to be seconded to the Nigeria National Volunteer Service) – NNVS

Objective

The overall objective of the expertise is to strengthen the capacity of NNVS to mobilize Nigerians in the diaspora ensuring quality in the design and implementation of project activities under the implementation phase of the EU funded “Preventing Better Management of Migration in Nigeria”, and supervising activities of the project diaspora mobilization and other related activities in NNVS.

 

Core Functions/Responsibilities

1.         Identify needs and possibilities for organizational development at the NNVS and support the management in fulfilling the mandate of the NNVS

2.         Conceptualize and develop with the NNVS staff a diaspora information portal which will be robust, capturing relevant information and serving as a single window of information for diaspora members

3.         Design and carry out capacity building (CB) activities of the project, focusing on NNVS arid ensuring that !OM standards and operating modalities are met when, activities are implemented.

4.         Compile information on all diaspora-related issues, such as a repertory of investment projects by diaspora, directory of existing temporary return programmes for qualified Diaspora members through active networking and building a working relationship with a wide variety of partners

5.         Actively contribute to the design, implementation and monitoring of all project activities, with specific attention to all such activities that relate to Diaspora Mobilization, also when implemented under other project components

6.         Create functional avenues of communication with diaspora organizations and representatives, and through a participatory approach engage them in the design of project activities

7.         Establish a working relationship for the NNVS and IOM as an implementing partner with the Nigerian Embassies and/or consulates for information sharing, planning on international aspects of the activities and other relevant matters such as training of consular officers on diaspora issues

8.         Proactively contribute to visibility of the project and its activities, with particular focus on communication related to diaspora issues, including diaspora policy

9.         Carry out research activities into diaspora policy experiences in other countries develop ways to promote evidence-based discussion in Nigeria on diaspora policy and design

10.       Advocacy methodology with the relevant stakeholders aiming for the formulation and adoption of a diaspora policy

11.       Support trainings and zonal assessments, as well as further project/activity development of the main partners of the project, particularly NNVS

12.       Act as a resource person for coordination issues between the NNVS and other partners especially in issues relating to diaspora matters

13.       Any other such duties that may be assigned

Desirable Qualifications and Experience

  • Completed advanced University degree from an  accredited institution preferably in Social  Sciences (Political Science, Public Administration, International Relations, sociology) Certificates and/or  diploma  of training  courses and workshops  related to diaspora mobilization will be an added advantage
  • Minimum of two years  (or four years  of experience for  candidates will be an added advantage
  • Minimum of two years (or four years  of experience  for candidates  holding a first level university degree) relevant  experience  related  to diaspora mobilization, preferably  working  with diaspora organizations in various countries
  • Experience with diasporas in Africa will be an advantage
  • A good track record of work with the Government of Nigeria and  international organizations is preferred
  • Excellent drafting and reporting ability
  • Understanding  of qualitative and quantitative approach in social science research
  • Knowledge of statistical methods and  migration data sources at regional and international levels
  • Confident use of statistical analysis software and social research methods.

 

Position: Migration Data Expert (to be seconded to the National Population Commission (NpopC)

Objective

The overall objective of the seconded expertise is to enhance the use of migration data for policy development by strengthening the capacity of NPoPC to update and disseminate migration information, ensure quality in the design and implementation of project activities under the second phase of the EU-funded project “Promoting Better Management of Migration in Nigeria” and supervise capacity building (CB) activities of the project with respect to the migration data management and other related activities in NPoPC.

 

Core Functions/Responsibilities

  • The seconded will assist NPopC in designing best practices and methodology for effective collection, processing, analysis and dissemination of migration data through targeted activities to be implemented during this period.
  • The successful candidates will be capable of multi-tasking in line with the following Terms of Reference/Job Description and meeting the associated requirements mentioned below.

 

Technical

1.   Assess the existing/currently produced statistics and raw data and check for accuracy reliability, timeliness, relevance and comparability and advice accordingly

2.   Assess the methodology currently used for data collection and sharing in reference to the NPoPC migration data sharing mechanisms and contribute to strengthening NPoPC’s capacity in the area of migration research and data management

3.   Ensure gathering of all relevant documents and statistical data management.

4.   Provide technical support toNPopC in the standardization of research protocols and methodology for migration research activities, particularly as it relates to the proposed Youth Migration survey and preparation of updates to the Migration Profile

5.   Support NPopC to define and design, in close collaboration with the Technical Working Group (TWG) standardized indicators to be included in the update Nigerian Migration Profile (NMP)

6.   Support and track the validation, adoption and implementation of migration data management strategy and their implementation road maps with NPopC and other MDAs in migration data management.

7.   Draft methodological guidelines for data collection and development/up-dating of the Migration Profile

8.   In close coordination with the TWG, the expert will support plan for regular production and dissemination of the Nigeria Migration Profile or updates to the Profile through identification of role of each institution participating in updating NMP, the method to be used for data collection, data analysis and a detailed publication and dissemination plan for NMP reports

9.   Support and make recommendations on capacity building measure workshops, tracings and offer advice on how to mainstream migration into development plans, data collection and management

10. Provide support and advice for the analysis and presentation of migration cards in the NPopC, and make recommendation for sustainability of timely processing of migration cards from Nigeria Immigration Service (NIS)

11. Support the development of compatibility methodology in data collection and sharing mechanisms between NPopC and NIS as well as other MDAs in migration related activities.

 

Administrative

1.   Actively contribute to the design and implementation of project activities in the fields of Migration Data Management, particularly to the NPopC

2.   Assess and evaluate program delivery and ensure timely reporting of periodic and final report to donors, Identify problems  in project implementation and/or procedures and  propose solutions

3.   Support trainings and zonal assessments, as well as program development of the main partners of the project, particularly NPopC

4.   Act as a resource person for coordination issues between the Projects partners, implementing agencies. The donor and other counterparts, through monitoring of the  work of  the coordination groups and WGs relevant to migration, in partnership with the  NPopC staff, providing technical support and  guidance in the field of migration data

5.   Develop a practical and efficient working method to act as a seconded staff to NPopC, while maintaining close ties with the IOM project team.

  • Strong computer skills including proficiency to MS Office and capacity to research through various search engines on the internet   Proficiency in the use of SPSS, SAS, STATA and CSPro.

 

Desirable Qualifications and Experience

  • Completed advanced University degree from an accredited academic institution preferably in Social Sciences (Demography, Economics and Sociology), with a specialization in (Migration, geography, international population studies statistics);
  • Training and workshops in data management strategy will be an added advantage:
  • Minimum of two years statistical research experience for four years of experience for candidates holding a first level university degree) preferably on migration management or migration data management;
  • Experience with data assessments in Africa will be an advantage;
  • A good track record of work with the Government of Nigeria and international organization is preferred,
  • Excellent drafting and reporting ability;
  • Previous publication on migration with recourse to robust data utilization from censuses and surveys will be an advantage;
  • Understanding of qualitative and quantitative approach in social science research Knowledge of statistical methods and migration data sources at regional and international levels:
  • Familiarity with data management strategy

 

Language:

  • Fluent spoken and written English.
  • Ability to speak and write in one or more Nigerian language will be an advantage.
  • Knowledge of French an asset
