The Independent Monitoring and Evaluation Project (IMEP) is a 5 year project involving the provision of monitoring and evaluation services to the U.K. government’s Department for International Development (DFID) in relation to a suite of 5 large Programmes (the ‘State Level Programmes (SLPs)’). IMEP is delivered by a consortium of consultancy companies led by Ecorys. The SLPs are: State Partnership for Accountability Responsiveness and Capability (SPARC); State Accountability and Voice Initiative (SAVI); Education Sector Support Programme in Nigeria (ESSPIN); Partnership for Transforming Health Systems (Phase 2) (PATHS2); and Growth & Employment in States (GEMS).
Position: National Monitoring & Evaluation (M&E) Expert
Job Profile:
- IMEP is seeking a highly qualified candidate to fill the position of National M&E Expert in its Abuja orifice.
- This challenging position will provide the successful candidate with the opportunity to expand their expertise and knowledge in M&E. In this position you will be a member of cutting edge multi-disciplinary evaluation teams comprised of leading international and national M&E experts where you can apply and expand your M&E expertise across different sectors.
- This position will also raise your M&E profile as you regularly engage with a variety of federal and state government and non-government stakeholders to improve SLP M&E systems to the benefit of the DFID Nigeria office and the federal Nigerian government and state governments as well as disseminating IMEP M&E findings and building the M&E capacity of Nigerian stakeholders.
Minimum Qualifications:
- Holder of university degree at Masters level or above in a relevant subject preferably with courses in evaluation and inferential statistics (ideally public administration, public or international health, education, or international development/development economics).
- At least 5 years of experience in monitoring and evaluating projects preferably in one of the five sectors (health, education, civil society, governance, or private sector development) in developing countries.
- At least 5 years of experience in the design and implementation of monitoring and evaluation systems such as designing and improving logframes by applying theories of change as well as providing technical oversight in the design of survey samples or measuring instruments as well as observing and improving qualitative and quantitative data collection.
- Extensive understanding and experience of dissemination of M&E findings and M&E capacity-development approaches and tools, and significant experience in the design and delivery of training programmes.
- Excellent written and spoken communication skills, especially in the area of presenting findings to a variety of audiences, as well as analytical skills that identify important relationships/trends for the benefit of SLP managers.
- Flexibility and an ability to develop strong working relationships with DFID Nigeria as well as Nigerian stakeholders in a complex working environment.
Reporting:
The National M&E Expert will report to the IMEP’s Abuja-based National Programme Manager.
Duration of Assignment:
The position, based in Abuja, will be full time for two years with the possibility of extension subject to funding. IMEP offers a salary and conditions competitive with other international organizations in Nigeria.
