Finance Officer at USAID

A USAID-funded project in northern Nigeria aimed at strengthening state and local government capacity to deliver basic education services by addressing key issues in the management, sustainability, and oversight of basic education as well as increasing access of orphans and vulnerable children to basic education and services such as health information and counselling is seeking a suitably qualified candidate for:

 

Position: Finance Officer – Bauchi (8 months contract)

 

Position Summary

The Finance Officer will assist the Director of Finance and Grants to manage project expenditure and accounts for the project in line with Home Office financial systems.

 

Reporting & Supervision

The Finance Officer will report directly to the Director of Finance and Grants in Bauchi Office.

Primary Responsibilities:

  • Responsible for overall maintenance of project financial documents and records.
  • Scrutinize all invoices for accuracy before passing them on for payment.
  • Ensure that payment request documents are duly filled out and signed by the appropriate persons with the necessary and required supporting documents attached in compliance with all project and Home Office financial/accounting functions, procedures and policies including contractual requirements.
  • Write cheques and record cheque transactions.
  • Assist in the cash management and work in conjunction with the Senior Accountant in the implementation of their financial duties and responsibilities whenever necessary.
  • Issue receipts for refunds from staff and others.
  • Review all invoices pertaining to procurement of goods and services before executing payment transactions.
  • Assist in the review and processing of the staff monthly payroll and related payroll taxes including staff timesheets.
  • Assist in the posting and updating of transactions with appropriate budget and account codes.
  • Review transactions at the end of the month before transmission of database to Home Office.
  • 10. Assist in the maintenance, updating, and reconciliation of staff/consultant advances.
  • Assist and participate in the periodical inventory process of the project assets at office and residences, including the onward submission of the asset report to the Director of Finance and Grants.
  • Assist in the filing and retrieval of financial documentation whenever necessary.
  • Handle administrative functions of the finance unit such as drafting correspondences related to financial/accounting functions, maintaining project administrative files, and undertaking other administrative management functions such as photocopying, scanning and filing of documents.
  • Compile monthly reports and ensure that all financial documents are ready and packaged for onward transmission to Home Office.
  • Assist in training workshops, specifically handling of cash payments.
  • Perform other related duties as required.

 

Required Skills and Qualifications

Two to three years’ experience in a finance officer or accountant position in USAID funded programs;

  • Minimum of a Bachelor’s degree or higher in Accounting, Finance or a relevant field.
  • Ability to work with diverse teams.
  • Knowledge of USAID regulations.
  • Fluency in English and computer skills in Microsoft Office (Word, Excel, and Outlook) are required.
