John Snow, Inc. (JSI) is a US-based international public health consulting firm and manages two projects/contracts through its integrated office in Abuja, Nigeria. Through the Partnership for Supply chain Management consortium, JSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the United States President’s Emergency Plan for AIDS Relief (PEPFAR). The purpose is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceutical and other products needed for the care and treatment of persons with HIV/AIDS and related infections. JSI implements the USAID | DELIVER Project, a global technical assistance project funded by the United States Agency for International Development (USAID) and aimed at increasing the availability of essential health supplies through procurement services and assistance designed to strengthen health commodity supply chains in developing countries.
JSI is looking to employ qualified individuals for the following positions:
Position: Senior Logistics Advisor/Team Leader (Enugu)
The Senior Logistics Advisor/Team Leader (Enugu) will support the Nigeria
HIV/AIDS supply chain technical assistance to the Federal Ministry of Health
(FMOH), States Ministry of Health (SMOH), PEPFAR implementing partners,
Global fund supported partners, health facilities and other stakeholders in six states (Anambra, Delta, Ebonyi, Edo, Enugu and Imo) and other locations as appropriate. The Senior Logistics Advisor/Team Leader (Enugu) will work in collaboration with other organizations that will provide support services in logistics management information system, warehousing and distribution services to the SCMS Project in support of the Nigeria HIV/AIDS supply chain project. He/she will manage a team of Logistics Advisors and report to the Associate Director, HIV/AIDS.
Key Responsibilities
- Provide supply chain technical leadership in the implementation of the HIV/AIDS supply chain unification project in the selected states
- Liaise with State Ministry of Health leadership in the selected slates to provide supply chain capacity building activities, to relevant officials in the state
- Work with the Abuja office to develop and review work plan for the supply chain activities in support of Government and partners in the states supported under the unification activities
- Participate in supply chain assessment and other relevant studies to monitor implementation of the pilot exercise
- Collaborate with other JSI project staff in the states to support supply chain activities and relationship with the state officials and relevant stakeholders
- Coordinate and attend relevant supply chain meetings within the states and make presentations as required
- Support and monitor the activities of the warehousing and distribution service providers to ensure efficient implementation of the terms of agreement and provide the needed reports on performance
- In collaboration with the Abuja office, estimate product requirements to ensure uninterrupted supply of products to health facilities within the states covered
- Provide monthly feedback and reports to the central level on the activities in the states to inform strategic direction in the expansion of the project
- Coordinate and supervise the activities of the advisors working under him/her to ensure efficient use of available and limited resources
- Serve as the link between the partners within the states covered and the warehouse and distribution service providers to troubleshoot and address supply chain issues that will impact the project
- Contribute to identifying best practices and success stories for JSI Nigeria’s quarterly logistics bulletin
- Contribute to routine monthly, quarterly and annual reports for submission to program funders
- Work with other advisors and short-term technical assistance ^STTA) providers to provide required technical assistance for activities and facilitate transfer of skills to appropriate staff
- Perform any other duties as assigned
Minimum Skills/Knowledge and Qualifications
- Applicants for this position should possess the following minimum skills/knowledge and qualifications:
- A Master’s degree in Pharmacy, Public Health, Laboratory Science, Logistics Management or Business Administration
- Seven to ten years of professional experience in health programs, preferably in an international health care supply chain management environment
- Previous experience managing health supply chain relationships with third party logistics service providers in warehousing and/or distribution is strongly desired
- Specific experience in HIV/AIDS, TB, or malaria programs strongly desired
- Ability to lead and manage a team is a plus
- Extensive knowledge of the Nigerian public health sector
- Strong analytical and problem -solving skills
- Excellent technical writing and oral presentation skills are highly desired
- Ability to work as part of a team and to be self managing
- Knowledge of Microsoft Office, including Word, Excel, and PowerPoint
- Ability and willingness to travel in the field

Position: Logistics Advisor, HIV/AIDS (Enugu)

Key Responsibilities
- Provide technical support to ensure that health facilities covered under the HIV/AIDS supply chain project are adequately supplied with the needed health commodities
- Serve as the link between the PEPFAR implementing partners, FMOH and Global Fund partners and the warehouse and distribution service providers to ensure commodities supplies to health facilities are seamless
- Provide support to health facilities and partners for timely collection, collation, review and analysis of logistics reports to ensure that health commodities are timely resupplied to the health facilities for uninterrupted service provision
- Provide feedback to health facilities, SMOH and partners on logistics reports for timely decision making on commodities requirements
- Support the coordination of supply chain activities for timely and appropriate filling of commodities requirements to ensure that health facilities are resupplied with appropriate commodities
- Coordinate redistribution of health commodities across facilities to avert expiries and stock out of needed products and provide support for reverse logistics of expired commodities to appropriate locations for treatment
- Collaborate with FMOH, SMOH and partners to organize monitoring and support visits to health facilities and provide the needed support for smooth implementation of supply chain activities within the states covered and other locations in the country as appropriate
- Support the coordination of appropriate stakeholders meetings on supply chain activities to ensure that supply chain information is appropriately disseminated to inform decision making at the state and national levels
- Monitor and review the distribution of health commodities to facilities through the warehouse and distribution service provider(s) to ensure conformance with agreed distribution plan
- Support capacity building activities for Government of Nigeria counterparts and other stakeholders on supply chain activities
