Vacancies: State Team Leader, Health Management Information Systems Officer
The Partnership for Transforming Health Systems 2 (PATHS 2), a DFID funded programme in Nigeria, aims to improve the planning, Financing and delivery of sustainable and replicable pro-poor health services for common health problems, focusing on five States and the Federal Government, PATHS2 is recruiting qualified professional staff to fill positions based in Jigawa, Kano, and Lagos.

Position: State Team Leader (Lagos and Jigawa):
Responsibilities:
- Will oversee implementation, monitoring and review/reporting of the programme outputs by drawing on the advice of the National Programme Technical Advisers.
- S/he will ensure the implementation of the work of the Programme State Team by drawing up, reviewing, and approving internal programme workplans and action plans, and setting out the funding framework for programme activities.
- S/he will also supervise all project employees within the State.
- The job holder will participate in programme-wide annual planning and evaluation activities.
- In addition, s/he will establish and maintain an effective working relationship with officials in the State Ministry of Health and other key individuals in the government, as well as representatives of other aid agencies, the private sector and civil society groups in their respective state.
- S/he will manage performance of technical and support staff at the State office and provide good and fair employment practice in line with that of the Consortium (of subcontractors) and DFID, including access to and information and training for all staff employed by the Programme on HIV/AIDS,
- S/he will provide technical support in the area of health service delivery and overall financial management of the project within the State.
Qualification Requirements:
- MD (desirable) or Master’s Degree (minimum) or a PhD in Public Health, Management, or another relevant field. Six (6) years of relevant professional experience with a Masters’ Degree, or four (4) years with a PHD or MD.
- Two or more years of international project management experience, preferably in Nigeria.
- Experience with DFID a plus. Experience in project implementation and policy reform.
- Excellent writing, computer, management and organizational skills. Successful track record as project manager.
- Experience of successfully managing staff. Demonstrated leadership skills.
- Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.
Position: Health Management Information Systems (HMIS) Officer (Enugu)
Responsibilities:
- Will manage the efforts to develop, implement, install and operate the Health Management to formation System in the State.
- Also, s/he will manage the enhancement and continuation of the development of the current HMIS system and the IT plan,
- S/he will act, as a catalyst in the development and implementation of the sustainability plan to institutionalize the HMIS at the Enugu State Ministry of Health.
- The job holder will collaborate with other DFID SLPs and donor programmes in the state to support SMoH (State Ministry of Health) to develop, track and monitor indicators related to the Lagos State health sector and project performance.
- Also, s/he will support the State Ministry of Health by providing input into the review of monthly, quarterly and annual reports, process data, and other information from projects for decision making.
- S/he will provide technical assistance to key staff of the Ministry of Health to develop and operationalize the State’s data bank and HMIS,
- S/he will liaise with other fine ministries in the state, NGOs, DFID, and other SLPs to support the implementation of the State M&E strategy and efficient management of the HMIS to ensure data accuracy, security and legal and regulatory compliance with national and international regulations and laws,
- S/he will evaluate the technical components of contracts with consultants, technical components of contracts with consultants, technical personnel and vendors of services and products related to HMIS.
Qualification Requirements:
- Masters Degree (minimum) in Public Health or Management. At least 6 years of relevant work experience in Public Health and management, and in the use of data for management.
- Experience with health data management preferred. Clear understanding of the structure and function of the public health system in Nigeria.
- Knowledge and past experience of working in an international development setting.
- Professional fluency in oral and written English, and working knowledge of the local language desirable.
