Vacancies: Managing Director / Chief Executive Officer, Manager- Commercial and Business Development
As part of water sector reform initiatives to guarantee sustainable access to basic sanitation and basic water supply in Port Harcourt city, the Rivers State Government, through the Rivers State Ministry of Water Resources and Rural Development (RSMWRRD), has identified the immediate need to recruit competent and suitably qualified professionals to fill top level positions in the newly established port Harcourt Water Corporation (PHWC) and Rivers State Water Services Regulatory Commission (RSWSRC).
In addition the Rivers Government and PHWC are implementing the first phase of the Port-Harcourt Water Supply and Sanitation Project with support from the African Development Bank (AfDB) and the World Bank (WB). This project will provide water and public sanitation facilities for approximately 1.5million residents in Port Harcourt and Obio/Akpor Local Government Areas (LGAs). In order to ensure the successful implementation of the project, the RSMWRRD has identified the immediate need to recruit competent and suitably qualified professionals to fill various mid-level positions within PHWC.
Immediate opportunities exist in the following areas:
Position: Managing Director / Chief Executive Officer (ES0042)
Reporting to the Board of Directors, the successful candidate will provide effective leadership and strategic direction managing PHWC’s operations. An essential part of the role will be to identify new commercial opportunities and drive growth across all business activities of the Corporation.
Key responsibilities will be to:
- Oversee day-to-day operations and maintenance of the Corporation
- Develop and implement corporate business development strategies and plans in order to ensure delivery of quality services, customer satisfaction and profitability.
- Create and develop commercial opportunities to increase revenue streams for PHWC.
- Develop and implement a modern customer charter service in order to enhance service delivery to customers.
- Champion customer service excellence and lead the development and management of service-based partnerships and business relationships with stakeholders.
- Identify new market opportunities and drive successful business proposals in order to secure new contracts and long-term client relationships for PHWC.
- Develop strong working relationships in the industry in order to facilitate highly effective team working through the business development cycles and contract negotiation cycles
Key Requirements
- A bachelor’s degree in Engineering, Business Administration or other related disciplines.
- Relevant professional qualifications and an MBA will be an advantage
- A minimum of twelve (12) years’ experience in a commercial environment, with at least five (5) years’ experience at executive management level.
- Demonstrable knowledge and experience in the utilities service industry shall be an added advantage.
- Skills in re-engineering operations and procedures to improve organizational performance.
- Excellent business acumen and commercial knowledge to drive income generation.
- Strong project management, leadership, negotiating and influencing skills.
- Excellent networking skills, particularly relationship-building, interpersonal and communication skills.
Position: Manager, Commercial and Business Development (ES0043)
Reporting to the Managing Director / Chief Executive Officer, the successful candidate will be responsible for managing and supervising the commercial aspects of the PHWC’s operations, particularly as they relate to meter reading, billing customer enrollment.
Key responsibilities will be to:
- Coordinate, lead, and manage the service delivery, revenue generation, and customer satisfaction functions of PHWC.
- Develop systems for domestic and commercial customer identification, billing, and build relationships with customers in a way that support field staff in meter reading and billing.
- Develop short and long-term commercial policies, strategies and operating plans that reflect the Company’s goals and priorities and also grow customer base, increase revenue, while working with other teams to keep cost down.
- Provide comprehensive commercial information systems, including up-to-date customer database, billing revenue, non-revenue water, growth in customer base and demand profile to enable proper planning of water production and distribution activities.
- Anchor the key commercial tendering and agreement activities, with a view to developing new businesses.
Key Requirements
- A bachelor’s degree in Engineering, Business management, Marketing or other relevant disciplines.
- Relevant post-graduate degree(s) and membership of professional bodies will be an advantage.
- A minimum often (10) years’ experience, with at least three (3) years’ experience in a senior management position, preferably in the commercial function of a commercially oriented water utility or similar organizations.
- Demonstrable knowledge and experience in the Water Utilities industry, including the water production process, and challenges, including non-revenue water, sound knowledge and understanding of commercial analysis.
- Excellent business acumen and commercial knowledge to drive income generation.
- Proven leadership, negotiating and influencing skills.
- Excellent networking skills, particularly relationship-building, interpersonal and communication skills.
All roles are based in Port Harcourt, Rivers State.
