Our client, a forward looking State Government in the Niger Delta has mandated us to carry out an Executive recruitment exercise to acquire a qualified and high achieving workforce for its Revenue Service. The potential candidates will be obligated to strengthen the service, build each Directorate to meet the goals and objectives and ensure consistent achievement of superior results for the service.

 

Position: Deputy Director Human Resources

This role reports directly to the Director, Management Services

 

Job Role

  • Oversees the implementation of Human Resources programs through Human Resources staff.
  • Directs the preparation and maintenance of such reports as are necessary to carry out the functions of the department,
  • Prepares periodic reports for management, .as necessary or requested to track strategic goal accomplishment.
  • Defines all training programs within the service, and assign authority/responsibility officers and managers within the unit for those programs.
  • Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce
  • Formulates and recommends Human Resources policies and objectives for the service structure,  job design, and personnel forecasting throughout the service.

 

Minimum Qualifications

  • Applicants must possess Bachelor ‘s degree or equivalent in Human Resources, Organization Development, Personnel Administration
  • Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development,
  • 10-12 plus years of progressive leadership experience in Human Resources positions.
  • Specialized training in employment law, compensation, organizational, planning organization development, employee relations, safety, training, and preventive labour relation, referred.
  • Active affiliation with  appropriate Human Resources networks and organizations and on-going community involvement, preferably CIPM, IPM, CIPD, SHRM
  • A Master’s Degree in any HR related discipline would be an added advantage.

  • Demonstrated ability to lead and develop Human Resources staff members.
  • Demonstrated ability to serve as a successful participant on the executive management team that provides leadership and direction within the service

Position: Director Management Services

This role reports directly to the Chairman/CEO

 

Job Role

  • Provide guidance and oversee the development of standard procedures for the execution of the activities of the various sub-units within the  department and ensure strict compliance
  • Facilitate the development of financial management reporting structures and system to facilitate efficient business planning, reporting and decision making
  • Oversee the service’ contracting  and procurement processes and ensure compliance with established policies and procedure.
  • Oversee and administer the human resources processes of the services including recruitment, payroll, administration, performance management etc.

 

Minimum Qualifications

  • Applicant must possess B.sc/HND in Accounting, Economics, Finance, Banking, Management or Administration from a reputable  University or Polytechnic
  • Minimum of 15 years  work experience  out of which 5 years must be  in management position in large public or private sector or international multilateral institution
  • Must have a demonstrated hands on approach and success in working/leading  in a team-based environment
  • Master’s degree, preferably an MBA.

  • Demonstrated ability in advanced economic analysis, modeling and statistical Techniques
  • Practical experience in policy, industry and market analysis
  • Excellent research and analysis skills
  • Good organizational, leadership and supervisory skills
  • Result oriented/penchant for quality
  • Strong communication skills.
