Vacancies: Grant Officer, Procurement Officer, Administrative Officer
The Network on Ethics/Human Right Law, HIV/AIDS Prevention, Support and Care (NELA) is a non-Governmental organization based in Ibadan but implementing HIV/AIDS, other health related activities in all the six geopolitical zones in Nigeria.
NELA plans to implement a project to improve access to quality Orphan and Vulnerable Children (OVC) programming in Adamawa, Borno, Yobe and Jigawa States of Nigeria and also to increase the adoption of safer sex behavior and promote normative change among selected sub-groups within the general population in Nigeria to reduce new HIV infection.
Applications are invited from interested and quailed individuals for the following positions to reach the specified address on or before 10th May, 2011. The appointment will be for a period of one year in the first instance, but subject to extension with availability of fund.
Position: Grant Officer
Location: Oyo
Under the close supervision and coordination of the Finance Manager, the Grant Officer advances and implements grants awards as well as monitors implementation and reporting process. He/she manages grant timeline to ensure continuation of grant funding and ensuring that the financial status and grant progress reports are submitted on basis.
Other Responsibilities
i. Works in the finance and programme team to review and process advance applications, including review of budget submitted,
ii. Tracts advance remittance and reports same to the Executive Director through the Finance Manager for informed decision making.
iii. Monitors the implementation of grant advances in the field and reports progress to management
iv. Ensures compliance with grant award conditions, policies and procedures
for effective performance of project execution
v. Provides timely advice and guidance on unanticipated grant implementation problems, as well as assist implementing partners to prepare accurate required reports and ensures timely submission of these reports,
vi. Provides technical assistance to implementing partners to monitor adherence of advance standards and restrictions,
vii. Conducts as necessary on site inspections of advances
viii. Creates and maintains a comprehensive set of grant record in paper and electronic,
ix Works in collaboration with the program team.
x. Oversees the day-to-day operations of advances including supervision of grafting process with an oversight of the France Manager
xi Establishes simple computer databases to monitor work and progress as well as the ability to track the organization’s grant portfolio,
xii Undertakes other responsibilities not outlined above but which are commensurate with a rote of this nature that may be assigned from time to time by the Chief of Party/Executive Director.
Qualification and Experience
- He/she must possess Bachelor’s degree in Accounting or related discipline, with at least5 years working experience in a related field and must be familiar with international donor community environment ACCA added advantage.
- The ideal candidate must be self confident and motivated person, with the ability to take initiatives, participate as a team member and follow tasks through to completion. Must have experience in granting preparation and advance granting. He must have excellent listening skill, follow-through and problem solving skills.
Position: Procurement Officer
Location: Oyo
The Job
With direct supervision of the Administrative Manager; the Procurement Officer handles pricing negotiations, prepares purchasing orders and other tracking purchases.
He prepares requests for procurement and ensures justification exists for such, for the approval of the Executive Director
Other responsibilities include:
i. Reviews, analyzes procurement requests and ascertains justification for such, as well as ensures compliance with procedure
ii. Coordinates the preparation of relevant documentation for and follow up on the implementation of the decisions of all procurement related issues
iii. Maintains procurement documentation including procurement committee’s report on procurement
iv. Responsible for all the procurement activities, including supplies of office equipment as well as legal and insurance services and ensures that outlined procurement policies and procedure and followed.
v. Plans, manage and provides technical advice on procurement
vi. Works closely with the Administrative, program and finance teams to ensure that materials needed, requested for procured are received for attractive performance of their job to the collective achievement of the project goal
vii. Undertakes other responsibilities not outlined above but which are commensurate with a role of this nature that may be assigned from time to time by the Chief of Party/Executive Director.
Qualification and Experience
- He/she must possess a minimum of Bachelor’s degree or HND in Business Administration, Purchasing and Supplies other related discipline.
- The ideal candidate is expected to have at least 3 years of cumulative experience in procurement under USAID or international Donor Agency-funded project or in an NGO setting. An effective team member, available and willing to undertake field visit throughout the geo-political Zones where project is being implemented. Practical and proven experience in analyzing contracts, and technical contract negotiations. Must have an excellent inter-personal skills.
Position: Administrative Officer
Location: Oyo
The Job:
Supervised by the Administrative Manager, the Administrative Officer will among others
i. Ensure satisfactory performance and correct use of all office equipment and security systems.
ii. Provide general and logistic support services to internal and external relations team, in consultation with relevant staff.
iii. Ensure that all requisite arrangements are made to facilitate international and local travels of relevant staff members,
iv. Act as office machine monitor, including arranging maintenance and repair when necessary.
v. Keep and update fixed Asset Register.
vi. Oversee the security and the environment of NELA’s premises.
vii. Oversee the maintenance and servicing of office equipments and machines .
viii. Assist in recruitment and training processes,
ix. Supervise the junior administrate staff in the organizations,
x. Act as Secretary to staff/management meetings.
xi. Provide administrative assistance to the Program team.
xii. Monitor vehicle movement and keep records.
xiii. Undertake other responsibilities not outlined above but which are commensurate with a role of this nature that may be assigned from time to time by the Chief of Party/Executive Director.
Qualification and Experience
Applicant must have a University degree in Business Administration, Humanities or the Social Sciences with at least 3 years post qualification/working experience in a similar job. Strong interpersonal skill oral and written communication skills is essential.
