PFM Reform Advisor/DPO Programme Coordinator

The Nigeria Governors’ Forum (NGF) is a coalition of the elected Governors of the country’s 36 States. It was established in 1999 with the mission to provide a platform for collaboration among all the governors, irrespective of party affiliations. The main objective of the NGF is to bring the Governors together to share experiences; promote cooperation among states; and serve as a mechanism for conflict resolution between States, and between States and the Federal Government.

 

In recent years, efforts are increasing being made at various levels of government towards the improvement of Public Expenditure Management in Nigeria. In order to have a more systematic approach to the improvement of Public  Financial   Management   (PFM)   systems,   a   number  of State Governments have carried out reviews of their PFM systems mostly using the standard Public Expenditure and Financial Assessment (PEFA) methodology.

 

In terms of providing momentum for PFM reforms, there are two initiatives currently underway. First, a State Peer Review Mechanism (SPRM) recently launched by the Nigerian Governors’ Forum (NGF), second, the World Bank funded Development Policy Operations (DPO) programme. The overarching objective of the SPRM is to assist States in accelerating the pace of their development through periodic reviews of progress in the implementation of their development policies, plans and programmes. Through the DPO programme, the World Bank provides direct budget support to reward states that are committed to reforms and can demonstrate the actual implementation

of the reforms. As is evident from the above initiatives, the NGF’s role in

driving and coordinating PFM reforms at state level is becoming critical.

 

Consequently, the NGF is looking for a PFM Reform Advisor/DPO Programme Coordinator for an initial. 12-month period.

 

Position: PFM Reform Advisor/DPO Programme Coordinator

The contract will be funded by the UK Department for International Development (DFID). The PFM Reform Advisor/DPO Programme Coordinator under the supervision of the Director-General will be responsible for providing the NGF with advisor services in PFM reforms at state level, and coordinating the state level DPO programme, in -addition to the following specific responsibilities:

  • Acts as a champion and advocate of PFM reform at state level
  • Facilitate and coordinate the coordinate the  conduct of state level PFM diagnostics and assessments
  • Identify, , mobilize, and coordinate the deployment of relevant PFM Technical Assistance (TA) to states Facilitate the sharing of knowledge in PFM reforms across states
  • Facilitate the sharing  of knowledge in PFM reforms across states
  • Maintain a database of PFM related information as part of the Content Management System (CMS) of the NGF
  • Act as the main link between states and development partners under the DPO programme
  • Fill identified gaps in the knowledge of states with regard to PFM Reforms and the DPO Programme
  • Perform other duties assigned by the Director-General

 

Required Qualifications and Experience

  • Nigerian National with international experience in the field of PFM
  • Masters degree in Public Finance related field, i.e. Economics, Accounting etc. (PhD is an added advantage)
  • Minimum of fifteen (15) years practical professional experience in carrying out consultancy assignments and providing advisory services in PFM reforms covering budget preparation and execution, accounting, financial reporting, auditing, and PFM legislation
  • Experience working at sub-national level in PFM will be an added advantage
  • Proven ability to conceptualize, design and implement PFM initiatives
  • Excellent analytical, research and report writing skills
  • Strong knowledge of various key development sectors
  • Excellent interpersonal skills and an ability to relate to high level politicians and technocrats.
