Program, Field Officer, Finance Officer & Institutional Funding Officer in Nigeria at Oxfam Novib (the Netherlands)

Oxfam Novib (the Netherlands) is currently looking for the below positions:

 

Job Title: Program, Field Officer, Finance Officer & Institutional Funding Officer in Nigeria

 

Location: Duty station Nigeria (Abuja), also local travel

 

Duration: One year

 

Responsibilities:

  1. Checks and appraises the financial aspects of funding proposals on internal and external risks and opportunities; communicates on the findings with the program officer and counterparts, and makes a proposal on the (method of) financing.
  2. Checks and appraises the financial reports and audits of counterparts: communicates on the findings with the program officer and counterparts, and where necessary makes proposals for follow-up.
  3. Checks and appraises together with the programme officer the organisational structure, the (financial administrative) capacity and the used management systems of the counterparts. If necessary, makes proposals to counterparts and/or works out ideas for their improvement and strengthening.
  4. Contributes to the drawing up and implementation of the annual contract, and makes proposals in this regard for approval and spending targets. Monitors periodically the approvals, spending and performance at country level and revises the (financial) planning where necessary. Records this in the management information systems.
  5. Manages the Field Office budget. With the Financial Administrator you monitor the Field Office programme & office spending and suggest to the team how to revise where needed the (financial) planning.
  6. Draws up the budget for (externally funded) project proposals on the basis of the intended project activities. When a project is approved: prepares the financial management reports in line with the standards of the back-donor(s), including a (first) analysis, and submits them to the project leader for his/her approval.
  7. Signals national developments and contributes to financial management/policy (such as the quality of audits, opportunities for getting advice in the financial area and the quality of financial traffic).
  8. Carry-out (un-)expected internal financial audits according to the accounting manual, and prepare for external audits.

 

Skills & Competence:

  • University degree in finance management or relevant area
  • At least 5 years of work experience in the field of development cooperation, preferably with NGOs y Minimum of 3 years experience of raising funds, preparing project proposals for bi- and multilateral and other institutional donors which are predominant in Nigeria, preferably for NGOs as well as experience with donors’ rules and regulations in order to ensure grant compliance
  • Works effectively with others in a team situation to achieve fundraising targets
  • High level numeracy, budgeting, financial reporting and skilled in relevant financial IT-systems, pref. Excel, Pastel and/or SAP-Adobe.
  • Experience in making independent financial analyses of development programmes, and you can evaluate these against the political and socio-economic context within which they are carried out.
  • Extensive knowledge of financial and administrative systems
  • Experience in procurement and logistics processes.
  • Significant capacity building and training experience
  • Organisational awareness understanding how to get what information and who to keep informed
  • Good communication skills both written and verbal; experience of writing proposals and reports
  • Ability to represent Oxfam to donors and external institutions, good networking skills
  • Good administrative skills and ability to follow departmental procedures
  • Experience with project cycle management (planning, monitoring, reporting, evaluation, learning)
  • Influencing skills and tenacity
  • Excellent social skills and you are a team player.
  • You are pro-active and are willing to learn..
  • Educated to degree level
  • Fluency in written and spoken English
  • Knowledge of NGO programming in development/campaigning and if possible emergencies

 

 

OTHER:

  • Knowledge or experience of Oxfam’s and civil society program work an advantage.
  • Regular travel within Nigeria is compulsory and to Head Office Oxfam Novib in The Hague may be required.

 

 

Institutional Funding Officer

  1. Works together with the Institutional Funding Coordinator and other relevant Oxfam staff on the formulation and implementation of the joint country funding strategy and the annual external funding plan, monitoring and if needed timely revision of the plan. In times of emergency responses to humanitarian crises, to pull together and manage an Oxfam funding grid in line with Oxfam procedures;
  2. Monitors the field office’s performance on external funding and, in consultation with the EFU bureau in The Hague, provide input in MIS and other forms of external funding monitoring;
  3. Informs and advises the (Associate) Country Director and Institutional Funding Coordinator on new acquisition opportunities (donors, budget lines), on the basis of information obtained from the network. To develop proposals on how to use the opportunities;
  4. In consultation with relevant staff, takes part in negotiations in acquisition phase. Maintains to this end contacts with different donor institutions and make continuous investments to expand the network;
  5. Provides a quality check by evaluating concept notes and proposals on consistency, completeness, presentation, relevance to the donor and on the correct compliance with the donor’s demands. Assists if needed in drafting and editing project/programme proposals in coordination with program staff;
  6. Advises and provides guidance, including (on-the-job) training to the Field Office staff on the process of developing high quality project proposals and report writing that are relevant to Oxfam Novib and to the donor and meet its requirements
