Vacancies: Director General, Head-Technical Services, Head-General Administration
As part of water sector reform initiatives to guarantee sustainable access to basic sanitation and basic water supply in Port Harcourt city, the Rivers State Government, through the Rivers State Ministry of Water Resources and Rural Development (RSMWRRD), has identified the immediate need to recruit competent and suitably qualified professionals to fill top level positions in the newly established Port Harcourt Water Corporation (PHWC) and Rivers State Water Services Regulatory Commission (RSWSRC).
In addition the Rivers Government and PHWC are implementing the first phase of the Port-Harcourt Water Supply and Sanitation Project with support from the African Development Bank (AfDB) and the World Bank (WB). This project will provide water and public sanitation facilities for approximately 1.5million residents in Port Harcourt and Obio/Akpor Local Government Areas (LGAs). In order to ensure the successful implementation of the project, the RSMWRRD has identified the immediate need to recruit competent and suitably qualified professionals to fill various mid-level positions within PHWC.
Immediate opportunities exist in the following areas:
Position: Director General (ES0050)
Reporting to the Board of Directors candidate will champion the continuous improvement in research, planning and standards enhancement in the entire water service delivery value chain in Rivers State. Inherent in this will be to establish standards and code of practice for all water service providers.
Key Responsibilities will be to:
- Develop effective and commercially viable water tariff regimes, terms and conditions for enhanced water service provision in Rivers State.
- Establish appropriate business practices and customer service requirements for all players in the Water industry.
- Institute viable and affordable Licensing and Permit framework/regimes for water service providers.
- Establish and maintain effective relationship with all federal and state agencies accountable for ensuring access to quality water supply in the state.
- Develop appropriate incentives and penalties for maintaining sanity among water service providers and consumers, enforce relevant regulations.
- Make recommendations to appropriate legislative and related organs for possible review of regulatory framework and guidelines.
Key Requirements:
- A bachelor’s degree in Law, Engineering, Environmental Sciences, Business Administration or Social Sciences.
- Relevant professional qualification(s) and an MBA would be an advantage.
- A minimum of fifteen (15) years’ relevant experience in the public or private sector, with at least five (5) years-experience at an executive management role, preferably in water utilities, regulatory commission, or other similar organizations.
- Knowledge of applicable framework and practices in local and international public utilities regulatory agencies.
- Proven leadership, negotiating and influencing skills.
- Excellent networking skills, particularly relationship building, interpersonal and communication skills.
Position: Head, Technical Services (ES0051)
Reporting to the Director General, the successful candidate will be responsible for leading the daily technical operations of the RSWSRC. Specifically, he/she will monitor standards and code of practice for all water service providers, and champion continuous improvement in research, planning and standards enhancement in the entire water service delivery value chain in the State.
Key responsibilities will be to:
- Conduct research on the ground water characteristics across the various locations in the State and advice service providers accordingly.
- Set up mechanism and processes for maintaining effective coverage in the compliance monitoring evaluation and tariff regulation.
- Develop effective and commercially viable regime, terms and conditions for enhanced water service provision in the state.
- Liaise with appropriate enforcement agencies in ensuring compliance with established standards and code of practice.
- Develop and maintain databases and up-to-date maps and profiles of the different water producers and users in the State.
- Develop strategic technical partnerships and contacts with local and external agencies, and other organizations to enhance collaboration and opportunities for technical supports.
Key Requirements
- A bachelor’s degree in Engineering, Physical Sciences or other related disciplines.
- Certification in quality management and assurance and tariff rate settings will be an advantage. Membership of relevant professional body is essential.
- A minimum of eight (8) years’ experience in regulatory monitoring, assessment and related roles in public or private organizations.
- Demonstrable experience in tariff rate settings and methodology.
- Proven analytical skills, including the ability to complete complex analyses.
- Proven leadership, negotiating and influencing skills.
- Excellent networking skills, particularly relationship building, interpersonal and communication skills.
- Excellent business acumen, financial and commercial knowledge.
Position: Head, General Administration (ES0052)
Reporting to the Director General, the successful candidate will have responsibility for ensuring the provision of timely and qualitative administrative and support services to the Commission. In particular, he/she will oversee the general administration, facilities, property management and procurement functions of RSWSRC.
Key responsibilities will be to:
- Champion the deployment of appropriate systems and structures to enhance the Commission’s operational activities.
- Oversee general administration support, fleet management/logistics, procurements, facilities, branch development, site acquisitions and property management, as well as contract administration and project management.
- Conduct periodic reviews of existing systems and procedures to ensure maximum operating efficiency and economy.
- Provide administrative and logistics support to the various SBUs to ensure hitch-free operational activities.
Key Requirements
- A bachelor’s degree in related disciplines from a reputable university. Relevant professional qualification(s) will be an advantage.
- A minimum of eight (8) years’ cognate experience, with at least three (3) years’ experience at management level.
- Proven experience in the implementation of general services functions such as facilities management, safety, security and procurement.
- Strategic orientation, good leadership skills with the ability to motivate team members, including external contractors and consultants.
- Good project management and planning, as well as strong negotiation skills.
All roles are based in Port Harcourt, Rivers State.
