Distribution and Order Fulfillment Advisor (Calabar) at John Snow, Inc.

John Snow, Inc. (JSI), a US based international public health consulting firm that manages four projects/contracts through its integrated office in Abuja, Nigeria. Through the Partnership for Supply Chain Management consortium, JSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the US President’s Emergency Plan for AIDS Relief (PEPFAR). The purpose is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceutical and other products needed for the care and treatment of persons with HIV/AIDS and related infections. JSI implements the USAID /DELIVER PROJECT, funded by the United States Agency for International Development (USAID), a global technical assistance project aimed at increasing the availability of essential health supplies through procurement services and assistance designed to strengthen health commodity supply chains in developing countries.

 

JSI is looking to employ qualified individuals for the following position:

 

Position:     Distribution and Order Fulfillment Advisor (Calabar)

 

The Distribution and Order Fulfillment Advisor (Calabar), will support HIV/AIDS supply chain unification pilot technical assistance to the Federal Ministry of Health (FMOH), PEPFAR implementing partners, Global Fund-supported partners, health facilities and other stakeholders in five states (Abia, Akwa-Ibom, Bayelsa, Cross River and Rivers) and other locations as appropriate. Under the leadership of the Senior Logistics Advisor/team Leader for the project in Calabar, the Distribution and Order Fulfillment Advisor will work in collaboration with other organizations providing support services in logistics management information system, warehousing and distribution to the SCMS project in support of the unification pilot project.

 

Key Responsibilities

  • Lead the coordination of commodities supplies to health facilities to ensure appropriate and timely refill of facility commodities based on the reports provided by the implementing partners and other stakeholders.
  • In collaboration with Logistics Advisors, provide technical support to ensure that health facilities covered under the unification pilot receive adequate supply of the needed health commodities.
  • Coordinate distribution service providers for timely pickup and dispatch of health commodities to the facilities within agreed lead-time in the pilot states and other locations
  • Review the proof of delivery (POD) provided by the distribution agents for correct and timely delivery to monitor the distribution service performance
  • Coordinate and monitor the inflow and outflow of health commodities from the warehouse to ensure that appropriate levels of commodities are maintained in the warehouse
  • Work with the Team Leader, central storage location, implementing partners and other stakeholders to support appropriate refill of commodities to the warehouse hub for onward supplies to the health facilities
  • Monitor the activities of warehouse service providers to ensure that standard warehouse practices and appropriate inventory management procedures are maintained
  • Provide regular technical assistance and support to the central warehouse, including physical inventory, logistics report analysis and other monitoring as required
  • Support the Team Leader in carrying out supply chain functions including quantification and supply chain assessments
  • Contribute to the identification of best practices and success stories for JSI Nigeria’s quarterly logistics bulletin
  • Contribute to routine monthly, quarterly and annual reports for submission to program funders
  • Work with other advisors and short-term technical assistance providers to provide required technical assistance for activities and facilitate transfer of skills to staff and government counterparts
  • Perform any other duties as assigned

 

Skills and Qualifications:

Applicants for this position should possess the following minimum skills and qualifications:

  • Bachelors degree in pharmacy, public health, laboratory science, logistics management or business administration
  • 3-5 years professional experience in health programs, preferably in an international health care supply chain management environment
  • Specific experience in HIV/AIDS, TB, or malaria programs is strongly desired
  • Ability to monitor, supervise and provide support to 3PLs on warehousing and distribution of health commodities
  • Extensive knowledge of the Nigerian public health sector
  • Strong analytical and problem solving skills
  • Excellent technical writing and oral presentation skills are highly desired
  • Ability to work as part of a team and to be self-managing
  • Knowledge of Microsoft Office, including Word, Excel, and PowerPoint
  • Ability and willingness to travel in the field
