International Organization for Migration is established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and Non-governmental partners.

Context
Under the overall supervision of the Chief Mission (CoM) in Nigeria, and direct supervision of the Program Officer to Data and Policy and in collaboration with the Regional Officer (RO) in Dakar and Department of Migration Management at Headquarters (HQs), the successful candidate will be responsible for oversight, coordination and implementation of the capacity building initiatives of the European Union funded project” Promoting Better Management of Migration in Nigeria”, with special focus on the seconded institutions. The overall objective of the project is to enhance the capacity of the Government of Nigeria to manage migration in order to maximize its developmental potential.

Position: Migration Officer (to be seconded to the National Commission for Refugees) – NCFR

Objective
The overall objective of the seconded is to enhance effective management and coordination of migration in Nigeria by strengthening both technical and administrative capacity of NCRF to develop and offer policy advisory on migration, ensure quality in the design and implementation of project activities under the second phase of the EU-funded project “Promoting Better Management of Migration in Nigeria”, with respect to the migration management and policy coordination as well as other related activities in NCFR.
Core Function/Responsibilities
1. Support the NCFR’s staff to fulfill the Commission’s mandate as well as the fulfillment of the project’s objectives through provision of advice and strategy for the adoption of National Migration Policy, in collaboration with the Technical Working Group on Migration
2. Act as a resource person for coordination issues between the project partners, implementing agencies, the donor and other counterparts, through monitoring of the work of the coordination groups and WGs relevant to migration, in partnership with the NCFR staff, providing technical support and guidance
3. Develop a practical and efficient working method to act as a seconded staff to NCFR, while maintain close ties with the IOM project team.
4. Support and track the validation, adoption and implementation of migration policies and their implementation road maps with NCFR as the coordinating agency
5. Support the implementation of specific activities in NCFR. In particular, provide technical advice and design and carry out capacity building activities involving NCFR and implementation partners
6. Review existing operational structures in NCFR and offer advice for the development of new strategy for migration management and coordination, and provide relevant feedback and advice related to effect and links with other components of the project to IOM project team.
7. Established and maintain close contacts and coordinate programme activities with different national and international authorities and civil society actors involved in the project, particularly programme activities involving NCFR
8. Support all project activities from the overall migration coordination perspective and make recommendations on capacity-building measures, workshops, trainings and offer advice on how to mainstream migration into development plans.
9. Develop ways to support the coordination role of the NCFR in cross-sectoral migration management particularly in view of their role as co-chair of the Project Management Committee (PMC)
10. Prepare briefs and periodical reports on the status of the programme activities in the NCFR
11. Responsible for implementing, monitoring, evaluation and reporting of project activities in NCFR in order to deliver integrated and comprehensive interventions in a sustainable manner
12. In coordination with the CoM Programme Officers and RMO, contribute to the management of the project, particularly in relation to migration policy and coordination activities
13. Mobilize other resources in support of the project’s objectives and activities
14. Advise project partners and IOM staff on developments and new trends in the field of CB on migration in Nigeria
Act as a focal point for IOM, NCFR and relevant partners on coordination of emergency preparedness and response related to NCFR and IOM’s mandate, liaising with the UN EPRWG members, neighboring countries’ IOM missions, the RO and HQ on relevant issues
16. Liaise with national and international counterparts to further the development of projects and seek programmatic partnership when appropriate with other UN agencies,
17. Humanitarian and development partner organizations in Nigeria, with particular emphasis on emergency preparedness and response as it pertains to the mandates of NCFR and IOM.
18. Perform such other duties as may be assigned.

Desirable Qualifications and Experience
- Completed advanced University degree from an accredited institution preferably in Migration studies Political or Social Science. International Relations Development Studies,
- Law or related field, training and workshops in policy consulting and development will be an added advantage
- Two years (or four years of experience for candidates holding a first level university degree) in migration related policy coordination or policy management in the development setting, preferably in Africa required
- Experience of design and delivery of capacity building programmes for government counterparts required
- Comprehensive understanding of migration project management through extensive exposure to different areas of migration management
- Good track record of work with the Government of Nigeria and an international organization
- Experience of operational management of migration crisis response an advantage;
- Experience of coordination among development partners an advantage.
Position: Labour Migration Officer (to be seconded to the Federal Ministry of Labour and Productivity) – FMLP

Objective
The overall objective of the expertise is to enhance the capacity of the FMLP specifically the International Labour Migration Desk (ILMD) and the National Electronic Labour Exchange (NELEX) of the Ministry to manage organized labour migration to and from Nigeria, ensure quality in the design and implementation of project activities under the second phase of the EU-funded project
“Promoting Better Management of Migration in Nigeria”, with respect to labour migration and other related activities with the FMLP
Core Functions/Responsibilities
1. Design and carry out capacity building (CB) activities of the project, focusing on FMLP and ensuring that IQM standards and operating modalities are met when activities are implemented
2. Actively contribute to the implementation and monitoring of overall project activities, with emphasis in the fields of Labour Migration and Diaspora Mobilization
3. In coordination with the Programme Officers, contribute to the management of the project through forecasting and tracking expenditure, ensuring compliance with IOM and E-regulations and monitoring adherence to project documents (Log frame, Work Plan, Budget)
4. Monitor activities in the state and federal level offices of the FMLP and contribute actively to the midterm and end of project evaluation
5. Assess, monitor and evaluate program delivery and ensure timely reporting of periodic and final report to the donor. Identify problems in project implementation and/or procedures and propose solutions.
6. Develop an efficient coordination mechanism between the FMLP and IOM project staff
7 Develop ways to support the FMLP to engage in negotiations on potential labour migration agreements between the GON and destination countries
8 Support trainings and zonal assessments, as well as further project/activity development of the main partners of the project, particularly FMLP
9. Act as a resource person for coordination issues between the FLMP and other partners especially in issues relating to data availability, sharing and dissemination of information, providing technical support and guidance
10. Formulate and take charge of delivery of training activities addressing specific needs of the FMLP, including in view of increasing capacity of labour inspectors and job counselors.
11. In collaboration ILMD/NELEX staff, contribute and oversee the further development of the use of the NELEX system from the point of view of job seekers and j employers, in line with recommendations of technical experts, international best practice and project resources, including redesigning the NELEX forms to capture relevant information
12 Develop a strategy for replication of NELEX in state offices and assist FMLP in the implementation of NELEX in chosen state offices to replace the manual system of registration
13. Support and track the validation, adoption and implementation of labour policies and their implementation road maps with FMLP
14. Ensure monitoring and evaluation of the impact of the project interventions, in particular of those with the FLMP
15. Advise project partners and IOM staff on developments and new trends in the field of labour migration in Nigeria
16. Liaise with national and international counterparts to further the development of projects and seek programmatic partnership when appropriate with other UN agencies, humanitarian and development partner organizations in Nigeria, with particular emphasis on labour migration
17. In coordination with the Program Officer, participate in donor meetings to ensure donor relations remain strong and to maintain a frequent dialogue to address any concerns, and to identify new project development opportunities

Technical

Desirable Qualifications and Experience
- Completed advanced University degree from an accredited academic institution preferably in Social Sciences (Political Science, Public Administration, international Relations, Sociology) with specialization in Migration, International Population Studies or Labour studies an advantage
- Certificate/Diplomas of course/training workshops related to labour migration management will be an added advantage
- Minimum of two years (or four years of experience for candidates holding a first level university degree) relevant experience in labour migration issues. Experience of projects dealing with management of labour migration in Africa will be an advantage;
- Project management experience required, preferably in migration and/or labour force management capacity building
- A good track record of work with the Government of Nigeria and international organizational organizations is preferred
- Excellent drafting and reporting ability
- Understanding of qualitative and quantitative approach in social Science research
- Knowledge of statistical methods and migration data sources at regional and international levels
- Confident use of statistical analysis software and social research methods.
