Vacancies: Procurement Specialist and Head of Procurement Department, Water and Sanitation Engineer and Head of Water and Sanitation Department
Ekiti State intends to take a loan from the World Bank under the 3rd National Urban Water Sector Reform Project, to finance the reform of the water sector in the state. The desired outcome of the project is to provide good quality water in a sustainable manner to the citizens of the state.
Vacancy
Applications are hereby invited from qualified candidates to fill the following positions in the Project Implementation Unit (PIU) of the above mentioned Project.
Position: Procurement Specialist & Head of Procurement Department
Reporting Responsibility: Project Coordinator (PC)
Duties:
The Procurement Specialist is responsible for all procurement matters relating to the project, and will facilitate procurement activities of the PIU to ensure timely provision of resources and services to facilitate efficient implementation of the project in accordance with the schedule. This role covers all developmental agency sponsored projects in the water sector in Ekiti State i.e. World Bank, EU (WSSRP 3), AfDB, UNICEF, – to be commonly referred to a Developmental Agencies (DA).
General:
- Responsible for overall procurement planning and control to include:
i. Annual Work Plan and Quarterly Updates
ii. Annual Procurement Plan and Quarterly Updates
iii. Production of Management Reports (Procurement Component)
- Manage staff and resources in the department to deliver the project objectives
Specifics:
- Prepare and update the annual work plan and procurement plans for the project
- Provide key inputs to Accountants in the preparation of Annual Budget and Disbursement Forecast
- Under the supervision of the PC, carry out all relevant procurement duties as related to “State Components” of the Project. Such duties include all tasks beginning with EOI/Pre-qualification, RP/Bid Packaging, to Contract Signing, Supervision of Assignment.
- Review and Process invoices and respond to claims.
- Track the performance of Consultants/Contractors – under Time& Cost Management and produce monthly and quarterly reports.
- Based on findings of completion reports for each contract, document the lessons learnt and best practices on design of follow-on projects.
Qualifications:
- University Degree/HND
- At least 6 years experience in the procurement function
- Broad experience in procurement planning and management of multiple contracts; including importation procedure and understanding of current fiscal policy of the government.
- Extensive experience with WB procurement procedures or other international funding agencies would be an added advantage.
- Excellent knowledge of MS Office Suites
- Good command of English, both written and spoken.
- Good inter-personal skills.

Performance Evaluation Criteria:
- Meeting the implementation targets set out in the annual work/procurement plan.
- Timely submission of Management Reports (Monthly and Quarterly)
- Timely updates of annual work plan /procurement plan
- Effective management of consultants /contractors in accordance with their Schedule and Budget.
- Efficient and professional handling of contractual Issues for effective project management and attainment of its objectives.
Position: Water and Sanitation Engineer and Head of Water and Sanitation Department
Reporting Responsibility: Project Coordinator (PC)
Duties:
The project water and sanitation engineer is responsible for coordinating and managing the implementation of the technical aspects of all developmental agency sponsored projects in the water sector in Ekiti State i.e. World Bank, EU(WSSPR3), AfDB, UNICEF, to be referred to as Developmental Agencies.
General
- Develop a Technical plan to enhance the quality of work to be done on each of the following components of the project.
- Rehabilitation and Network Expansion
- PPP Development
- Capacity Buildings Project Management
- Policy Reform and Institutional Development Specifics
Specifics:
- Facilitate standardization of format of SPIU specifications and drawing.
- Work with consultants and contractors in the design and execution of the project
- Facilitate the issuance and management of Corrective Action Request (CAR) and Preventive Action Request (PAR)
- Provide the necessary back up to activities of Procurement and M& E units
- Under the supervision of the PC, participate in World Bank Missions and carry out relevant follow-up activities.
- Analyze data from contracts and process (Customer Satisfaction-CS, Non Conformity-NC, Complaints and capture lessons learnt)
- Prepare Unit Management Report-Monthly, Quarterly, Unit Mid Term Review and Project Completion Reports.
- Based on findings of project completion reports, design Follow-On Projects.
Qualifications:
- University/HND Degree in Engineering.
- At least 10 years experience of Practical Field Experience in the delivery of Water Supply infrastructure projects (knowledge of CAD will be an advantage).
- Broad experience in the implementation of ESMF (Environmental and Social Management Framework) would be an added advantage.
- Excellent knowledge of MS Office Suites and Database & Statistical Software
- Extensive experience with World Bank procurement procedures or other international funding agency.
- Good command of English, both written and spoken.
- Good inter-personal skills.
Allowance and Resources: To be determined by PMC
Performance Evaluation Criteria:
- Meeting the implementation targets set out in the annual Work Plan.
- Timely submission of Unit Management Report.
- Diligent compliance with relevant environmental guidelines in close coordination with the Federal Ministry of Environment
- Efficient and Professional Handling of Quality Related Issues Arising from Meetings and Deliverables of Contractors, Consultants and other service providers.
