Vacancies: Program Manager, Assistant Program Officer

An International Non-Governmental Organization currently implementing a program to improve the participation of key Nigerian stakeholders in electoral and political processes is looking for Nigerian citizens to fill positions within its office in Abuja, Nigeria. These stakeholders include: political parties; election authorities; media; and underrepresented groups such as women, youth and persons with disabilities. The specific objectives of its program are to:

  • Strengthen the capacity of political parties to more effectively and responsibly participate in the electoral process.
  • Strengthen capacity of domestic observers and party agents to monitor national and state elections.
  • Enhance the democratic role of and use of new and traditional media in the political process.
  • To promote stakeholder dialogues on the electoral process.

Job Title: Program Manager (PM)

Reporting: The PM reports to the Country Director

Duties and Responsibilities

  • Take lead in the design and implementation of the political party program to improve the capacity of political parties.
  • Track and brief staff /consultants on the political and policy developments, legislative changes,   technical  developments  in  the  country that affect the organization’s activities and/or objectives
  • Contribute   to   the   development of  funding   proposals  and  formulation   of implementation plans
  • Provide technical   assistance in capacity building,   planning, implementation, monitoring, and evaluation to the organization’s implementing partners and target group
  • Take lead in the design of training programs and materials and implementation of capacity building activities for political party development
  • Assist the Country Director in the management of specific project activities including staff supervision

Qualifications and Experience

  • Master’s degree preferred in Governance, Development, Social Sciences, or Project Management
  • At least 8 years (3 years at management level) experience with a CSO, or appropriate   internationally   recognized   institution,   with   experience  in   gender mainstreaming and work with underrepresented groups
  • Strong understanding of Nigeria’s political system and political parties
  • Institutional  capacity building experience,  project design and implementation, monitoring and evaluation skills desirable
  • Preference will be given to candidates with demonstrated training experience specifically manual design, organizing and conducting trainings
  • Experience with evaluation and impact reporting to donors, especially USAID
  • Experience in building and fostering relationships as well as capacity to communicate fluently with different stakeholders (civil society, media, government, political parties and staff)
  • Computer proficiency in Microsoft
  • Proven integrity, objectivity and professional competence, demonstrated sensitivity to cultural diversity, PWD and gender issues

 

Job Title: Assistant Program Officer (APO)

 

Reporting: the APO reports to the Country Director

 

 

Duties and Responsibilities

  • Assist in design and implementation of the programs to achieve the organization’s objectives
  • Assist in the development of the program narrative reports
  • Assist the Country Director and Program Managers in the management of specific project activities
  • Take minutes of program meetings
  • Serve as rapporteur for program events, workshops and conferences
  • Assist in the preparation and organization of events, workshops and conferences
  • Assist in the collection of data for monitoring and evaluation of organization’s activities
  • Proof-reading and editing, for grammar and style, correspondence and documents before signatures t
  • Design and/or draft presentations in PowerPoint

 

Qualifications and Experience

  • University  degree  in governance,  development,  social sciences,  or  project management
  • Not less than 4 years’ experience working on projects on inclusiveness and participation of women, youth and persons with disabilities in electoral and political processes
  • Experience in design, monitoring and evaluating democratic governance programs
  • Computer proficiency in Microsoft
  • Training experience including material development, design and implementation of training activities
  • Good communication skills
  • Experience in building and fostering relationships as well as capacity to communicate fluently with different stakeholders (civil society, media, government, political parties and staff)
