Vacancies: Project Director, Technical/Program Advisor

 

The Network on Ethics/Human Right Law, HIV/AIDS Prevention, Support and Care (NELA) is a non-Governmental organization based in Ibadan but implementing HIV/AIDS, other health related activities in all the six geopolitical zones in Nigeria.

 

NELA plans to implement a project to improve access to quality Orphan and Vulnerable Children (OVC) programming in Adamawa, Borno, Yobe and Jigawa States of Nigeria and also to increase the adoption of safer sex behavior and promote normative change among selected sub-groups within the general population in Nigeria to reduce new HIV infection.

 

Applications are invited from interested and quailed individuals for the following positions to reach the specified address on or before 10th May, 2011. The appointment will be for a period of one year in the first instance, but subject to extension with availability of fund.

 

Position: Project Director

Location: Adamawa

The Job:

The Project Director provide technical assistance and strengthen programmatic capacity of team members to achieve the project’s objectives. He/She will coordinate project components and technical inputs to achieve the overall project goal.  One major role will be to strengthen capacity of team members on effective OVC and Prevention strategies for the project. The Project Director will lead the program team, cased in regional and state offices and assist the Chief Director to provide strategic leadership partnerships, networks and alliances, establish and oversee high quality M & E and data management system and provide overall supervision and oversight to the project in the focal states. He/she reports to the Chief of Party/Executive Director and liaises with  external bodies on behalf of the Chief of Party/Executive Director.

 

Other responsibilities include:

i.        Guide and support programme partners (CBOs/NGOs/FBGs) in developing their strategies and   programs in the field in accordance with the project’s overall mission and values

ii.       Ensures that inputs from the Project Coordinating Office (PCO) are planned, coordinated and delivered in a timely way to maximize their effectiveness.

iii.      Regularly monitor programme implementation in collaboration with the M &E

Manager

iv.      Responsible for providing support to State offices and managing information that is received from them,

v.       Serves as principal liaison officer between the regional and state offices of NELA and the teams to the Chief of Party/Executive Director

vi.      Coordinate provision of technical assistance, under the supervision of the

Chief of Party/Executive Director and in collaboration with other project staff. This include:

a.       Develop a strategy and operational plan

b.       Coordinate technical assistance and facilitate the development of scope of Work for Technical Assistance,

c.       Provide feedback to technical assistance providers to ensure ongoing development, documenting and disseminating best practices with regard to different aspects of technical assistance,

vii,     Make recommendations for program amendments or for change or technical support strategies for consideration of the Executive Director

viii.    Lead the planning and support of programme and M&E team for exit strategies where needed.

ix.      Serve as a technical resource and be responsible for designing and directing the technical support implementation strategy and disseminating information, in collaboration with project staff.

x.       Support the Chief of Party/Executive Director in representing the project with donors, the Government Ministries, USAID, and other Stakeholders,

xi.      Build and maintain  partnership with  relevant Federal/State/LGA departments and private sector towards sustainability of children welfare programs in the local states of implementing OVC project.

xii.     Represents the Chief of Party as needed,

xiii.    Undertakes other responsibilities not outlined above but which commensurate with a rate of this nature and which have been discussed and agreed with the Chief of Party,

 

Qualification and Experience

  • The desired candidate must possess a PhD in Health  related field or an MD with at least 10 years of experience in designing and managing HIV prevention and OVC programs in developing countries.
  • Minimum of 5 years managing and providing strategic and technical leadership as either a Project Director or similar senior position on field programs, funded by external donors.
  • Must be familiar with international donor community environment and must have experience in planning and facilitation of training for different cadres of staff.
  • He/she must demonstrate analytical skills and experience to measure the health impact of the program activities.
  • He/she must demonstrate leadership capacity through previous experience in project management as well as demonstrate capacities in management, institutional capacity building, high level strategic visioning and  leadership, experience working with USG and/or PEPFAR and interacting with senior government and donor representative is very essential.
  • Must familiar with the  political, social, economic and cultural context of Nigeria environment.

 

Position:   Technical/Program Advisor

Location: Oyo

The Job:

The Technical Advisor will serve as a member of the Technical Leadership with NELA office. S/he will be responsible for providing technical leadership for HIV/AIDS prevention, Care and Support and OVC. As a key advisor to NELA at technical and programmatic forums on the three thematic areas, s/he will provide technical oversight and leadership for the Regional and State offices regarding technical work plans, activities, and research agendas. Additional s/he will interact with international Donor Agencies to further advance NELA’s goals.

 

Other responsibilities include:

i.        Under the supervision of the Chief of Party/Executive Director, provide leadership, monitoring and reporting activities under the implementation.

ii.       Monitor activities undertaken by Regional and State offices implementing prevention programs, projects, activities, track progress against program descriptions, implementation plans and work plans assess progress and barriers to achievement, recommend action for improvement of modifications to address problems and documents and highlights results, take the lead in program evaluation, monitoring and reporting, advocate and support continued research in the field.

iii.      Provide technical leadership and strategic planning guidance for NELA (PCO) and its regional and its regional state offices on HIV/AIDS prevention, Care and Support and mitigation especially on issues related to Orphans and vulnerable Children.

iv.      Development and coordinate NELA’s Strategic approach to programming related to OVC

v.       Provide technical and strategic guidance on HIV/AIDS prevention issues

vi.      With the leadership of the Chief of Party/Executive Director, develop and implement plans to coordinate and collaborate with international Partners on issues related to HIV/AIDS Prevention, Care and Support and mitigation

vii.     Coordinate activities with regional and state based NELA team.

 

Qualification and Experience

  • Applicant must have a Master’s or Doctorate level degree in Public Health, Social Work or related discipline.
  • Minimum of 5 years experience working with international health issues. Must be self motivated and possess strong interpersonal skills, including the ability to work effectively with superiors, subordinates, colleagues and partners; be able to communicate effectively both in speech and writing with a broad range of individuals and organizations and must have the ability to conceptualize, manage and evaluate activities.
