Job Description

Duty Station:

Abuja, Nigeria (with missions to Banjul Accord Group Member States -Cape Verde, Gambia, Sierra Leone, Liberia, Ghana and Guinea-Conakry
Date Required: As soon as possible
Duration: 12 months (with possible extension)

Qualifications Requirements

The Technical Support and Training Director may be filled by either flight operations or airworthiness qualified personnel however; the applicant must have minimum qualification and experience requirements as stipulated for the positions of Technical Coordinator flight operations or airworthiness. In addition, the Technical Support and Training Director shall have the following qualifications and experience:

  • Advanced university degree in Business Administration or management with experience (at least 3 years) in training, curriculum development and needs analysis in aviation related field (preferably flight operations).
  • Knowledge of legal responsibilities and administrative procedures for the issuance of documents under State of Registry approval relating to supervision of flight operations.
  • Considerable flight crew experience as pilot-in-command preferably on modern, heavy turbojet aircraft or substantial experience as a Government Flight Operations Inspector preferably with ratings on modern heavy turbojet aircraft.
  • Knowledge of the requirements for personnel licensing systems, and of the training  and  maintenance of competency of flight and ground crews concerned with flight operations
  • Experience in the preparation, approval and use of Operations Manuals and other documentation
  • Experience in the preparation and approval of flight training and checking programmes
  • Sound knowledge of ICAO Standards and Recommended Practices and  related documentation.
  • Sound knowledge of management principle and practices.

Duties

Under the coordination of the Executive Director:

  • Develop for the approval of the Executive Director and Board of Directors the qualification and experience criteria for the selection and recruitment of the technical staff;
  • Assign and distribute duties to the technical staff and conducting overall supervision of their work-related activities;
  • Assist the Executive Director and Member States with the technical activities of BAGASOO) as well as any other related activities within BAG Member States;
  • Liaise with regional and international aviation-related organizations on technical issues of mutual interest aimed at enhancing the safety of aircraft operations;
  • Ensure the quality of the work of the technical staff through the provision of training, guidance  and briefings, as required;
  • Ensure the quality of the technical product of the organization and the harmonization of its documentation;
  • Analyse the reports produced by the technical staff and approving all technical reports before their submission to the Executive Director, the Board of Directors or Member States, as appropriate;
  • Implement the technical recommendations of the Technical Committee as approved/ accepted by the Executive Director and/or the Board of Directors;
  • Assist in the planning development and implementation of the organizations work plan and activities related to the conduct of safety oversight supervision and inspections; Provide guidance to and assisting, as necessary. BAGASOO technical start in the conduct of their specific duties within- Member States;
  • Represent the BAGASOO at international and regional seminars, workshops, conferences, symposia, etc.
  • Provide guidance to Training Coordinator on the development of training materials related to technical aspects, and participating in the conduct of the BAGASOO technical staff training courses, seminars and workshops;
  • Follow up on the implementation of recommendations forwarded to Member States with respect to BAGASOO activities;
  • Assist the Executive Director in the planning and execution, as. necessary, of all additional activities of the organization, such as the:
  1. Of safety oversight-related documentation (guidance material)  for the use of member state; and.
  2. development, publication and maintenance of manuals and handbooks required for the management and administration of the technical programme of the organization;
  • Plan organize, and conduct safety oversight-related seminars, workshops and training courses;
  • Prepare, coordinate the preparation of safety oversight seminars, workshops and training material and ensuring the timely submission of seminar and training material by other officers;
  • Plan and coordinate activities related to the development and updating of technical manuals and guidance material;
  • Ensure that material required for seminars, workshops and training courses is up to date and readily available;
  • Coordinate the development of guidance material for BAGASOO staff and the technical staff member state; integrate the guidance materil produced by the BAGASOO Secretariat, consultants or other external organizations;
  • Plan, organize and coordinate ail activities related to Banjul Accord Group Regional Aviation Safety Team (BAGRAST)
  • Perform other related duties as may be assigned.

Salary

Special Service Agreement (SSA) Contract for US $84,322 net pet year plus foreign Allowance of  US $16,844 per year if the expert is not from Abuja plus Dependency Allowance of US $754 per year  per dependent child up to a maximum of six children. When on mission, the expert will be entitled to Daily subsistence Allowance (DSA) at U.N. rate. Travel for missions will be provided by COSCAP participant states or ICAO.
