John Snow, Inc. (JSI), a US based international public health consulting firm that manages four projects/contracts through its integrated office in Abuja, Nigeria. Through the Partnership for Supply Chain Management consortium, JSI implements the Supply Chain Management System (SCMS) project for the US Government as part of the US President’s Emergency Plan for AIDS Relief (PEPFAR). The purpose is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceutical and other products needed for the care and treatment of persons with HIV/AIDS and related infections. JSI implements the USAID /DELIVER PROJECT, funded by the United States Agency for International Development (USAID), a global technical assistance project aimed at increasing the availability of essential health supplies through procurement services and assistance designed to strengthen health commodity supply chains in developing countries.
JSI is looking to employ qualified individuals for the following positions:
Position: Senior Logistics Advisor/Team Leader (Calabar)
The Senior Logistics Advisor/Team Leader (Calabar) will provide hands-on strategic guidance to the HIV/AIDS supply chain unification pilot technical assistance to the Federal Ministry of Health (FMOH), PEPFAR implementing partners, Global Fund-supported partners, health facilities and other stakeholders in five pilot states of the project (Abia, Akwa-Ibom, Bayelsa, Cross River and Rivers States) and other locations. Under the supervision of the Associate Director HIV/AIDS, the Senior Logistics Advisor/Team Leader will manage other organizations that provide support services in logistics management information system, warehousing and distribution to the SCMS project in support of the unification pilot project.
Key Responsibilities
- Provide supply chain technical leadership in the implementation of the HIV/AIDS supply chain unification pilot in the selected states
- Liaise with the leadership of the State Ministry of Health in the selected states to build the capacity of relevant officials in supply chain activities
- Work with the Abuja office to develop and review supply chain activities work plan in support of government and partners in the unification pilot
- Participate in supply chain assessment and other relevant studies to monitor implementation of the pilot exercise
- Collaborate with other JSI project staff in the states to support supply chain activities and relationship with state officials and other relevant stakeholders
- Attend relevant supply chain meetings within the states and make presentations as required
- Manage warehousing and distribution service providers that support the pilot to ensure efficient implementation of the terms of contracts and provide reports on performance
- In collaboration with the Abuja office, conduct the forecasting and supply planning of health facilities requirements in the pilot states to ensure adequate stock availability
- Review warehouse stock status reports and stock movement for reconciliation purpose and provide feedback to Abuja office
- Send timely requests on requirements of the warehouse hub in the pilot region to the central level to ensure constant commodity availability in the health facilities supported under the pilot project
- Provide monthly feedback and reports to the central level on the activities in the pilot region to inform strategic direction in the expansion of the pilot project
- Coordinate and supervise the activities of the advisors working under him/her to ensure efficient use of available and limited resources
- Serve as the link between implementing partners involved in the pilot project and the warehouse and distribution service providers to troubleshoot and address supply chain issues that will impact the pilot project
- Contribute to the identification of best practices and success stories for JSI Nigeria’s quarterly logistics bulletin
- Contribute to routine monthly, quarterly and annual reports for submission to program funders
- Work with other advisors and short-term technical assistance (STTA) providers to provide required technical assistance for activities and facilitate skills transfer to appropriate staff
- Perform any other duties as assigned
Skills and Qualifications
Applicants for this position should possess the following minimum skills and qualifications:
- Masters degree in pharmacy, public health, laboratory science, logistics management or business administration
- 7-10 years professional experience in health programs, preferably in an international health care supply chain management environment
- Previous experience managing health supply chain contracts with third party service providers in warehousing and/or transportation is strongly desired.
- Specific experience in HIV/AIDS, TB, or malaria programs is strongly desired
- Ability to lead and manage a team is a plus
- Extensive knowledge of the Nigerian public health sector
- Strong analytical and problem solving skills
- Excellent technical writing and oral presentation skills are highly desired
- Ability to work as part of a team and to be self-managing.
- Knowledge of Microsoft Office, including Word, Excel, and PowerPoint
- Ability and willingness to travel in the field.
