Vacancies: State Programme Manager, Gender and Social Inclusion Advisor, Results-Monitoring and Knowledge Management Advisor
Mobilizing for the Development (M4D) is a new, DFID-supported programme meant to support local governance for improved service delivery and accountability in the areas of health, education, water and sanitation and livelihoods. It will also leverage Nigeria’s MDG Conditional Grant Scheme (CGS) to scale up technical and capacity support for local government authorities. (LGAs) M4D will work with both policy makers and service providers at state and LGA level as well as local-level civil society and community-based organizations (CSOs and CBOs) and state holders. M4D is especially interested in working to support innovative and increased both demand and supply-side governance reform, M4D will work initially in three states -Kano, Kaduna and Jigawa States where it will work in three local governments each. All the above posts are based out of M4D’s head office in Kano.
Position: State Programme Manager (SPM), Kano State
Reporting to the National Team Leader, this role will provide the key interface between M4D and stakeholders in Kano State – both at State level and local level across government, with civil society and other stakeholders such as the private sector.
- The State Programme Manager will be responsible to designing and delivering M4D’s programme in Kano state, identifying and engaging key stakeholders, issues the programme works on at local level and linking these effectively to state policy and civil society initiatives at a higher level.
- S/he will maintain strong relationships with CBOs, community groups, LGA leadership and staff and key actors at state level, supporting capacity strengthening initiatives, the identification and implementation of innovative and new approaches that improve engagement, foster greater transparency and accountability and improve service delivery.
- The SPM will also support research and advocacy on the policy and regulatory environment and manage a team of eight staff working across three LGAs, also linking with other DFID and donor programmes in the state to create maximum impact and synergy.
- Applicants should have a minimum of a first degree in a relevant discipline,
- With at least 10 years post-graduation experience and demonstrate a sound understanding of local governance, including practical skills and experience across PRA techniques, community strengthening, capacity building and a good understanding of social exclusion as well as research and monitoring and evaluation. - The successful applicant will also have strong interpersonal, communications and presentation skills, with experience of governance and work in Northern Nigeria, preferably with sound experience of Kano State. S/he will be able to communicate fluently in both Hausa and English.
Position: Gender and Social Inclusion Advisor (National)
Reporting to the National Team Leader, this role is responsible for providing the strategic oversight and direction for the programme’s engagement on issues of Gender and Social Inclusion.
- The successful candidate will provide strategic advice on these issues, formulating and shaping M4D’s approach, and supporting the state teams in delivering the programme of work of M4D across three states and at LGA level – deepening our approach to working with people with disabilities and adolescent girls to Improve their engagement with service providers and policy makers and their access to base services.
- This will include identifying and supporting specialists, providing support to crosscutting roles on mainstreaming inclusion, supporting effective monitoring and evaluation, commissioning research and engaging effectively across DFID and other donor programmes building synergy and sharing lessons.
- The successful candidate will have a sound conceptual grasp of issues of Gender and Social inclusion and provide evidence of strong, contextual relevant thought leadership capability.
- With a minimum of a first degree in a relevant social discipline, s/he will have solid experience on working on issues of social exclusion in Northern Nigeria.
- S/he will also be a seasoned development practitioner with a track record of innovating for social change, have a good grasp of research, and strong monitoring and evaluation skills.
- A sound communicator, the ideal post holder will be able to work with and support colleagues, partners and stakeholders at different levels (community upwards) and be a strong and capable representative of M4D across a range of arenas of engagement.
- Candidates must be able to communicate fluently in both English and Hausa.
Position: Results, Monitoring and Knowledge Management Advisor (National)
- Reporting to the National Team Leader, this key role is responsible overseeing and managing the monitoring and evaluation strategy and systems for M4D. This includes maintaining and improving on the overall design of strategy and systems and strategy and the development of a monitoring plan based on a sound understanding of requirements.
- S/he will be responsible for maintaining revisions to the log frame, collating data across indicators and key result areas (including those associated with pilots and innovations), on Value for Honey indicators, commissioning surveys and the design and maintenance of the overall Management information systems for the programme.
- S/he will also oversee the effective completion of routine quarterly, six-monthly, and annual reporting and will also provide a key link within M4D to the Independent (external) Evaluation Manager (IEM) and links to other DFID programmes.
- The successful candidate will also contribute to the design and implementation of a knowledge management and learning strategy and system for M4D.
- The successful candidate will possess a minimum of a first degree and have significant experience of M&E principles, frameworks and tools.
- S/he will have a strong conceptual background, good technical skills, an understanding of data gathering techniques and timelines, and soured experience of DFID systems and procedures (or a demonstrated aptitude to team them).
- With a commitment to innovation and new ways of working, the successful candidate will a good understanding of Development programming and be able to translate programme aspirations into sound and effective monitoring.
- They should also be a strong communicator, capable of influencing action of others and be a good team player.
