A. Background

The Global Environment Facility (GEF) is working with the Nigeria Government to implement a climate change mitigation project titled “Promoting Energy Efficiency in Residential and Public Sector in Nigeria”. The overall objective of this project is to improve the energy efficiency of a series of end-use equipment used in residential and public buildings in Nigeria through the introduction of appropriate energy efficiency policies and measures and demand-side management programs. Another objective of the project is to strengthen the regulatory and institutional framework develop monitoring and enforcement mechanisms, provide training to appliance and equipment professionals, and launch a public outreach campaign to promote energy efficiency in Nigeria.

 

The project will assist the government of Nigeria to put in place comprehensive energy efficiency policy and legislation. It will help to minimize the building of power stations, helping to save money which will be invested in other sectors. This will consequently help in mitigating the emission of greenhouse gases resulting from generating energy. It will also help to increase Nigerian’s access to electricity.

 

This Project seeks to develop an inventory of the baseline data on the energy rating and potential carbon saving from the various equipment and appliances categories in the residential and public sectors. The data will give a clear picture of baseline energy rating and the potential energy saving that could be gained from each appliance category.

 

UNDP Nigeria is seeking to appoint a candidate to develop an inventory for the collection, monitoring, assessment and analysis of top down and bottom up data on end use sales, energy demand and consumption as input parameters for mitigation modeling tools for the estimation of energy and electricity savings and baseline GHG emissions reduction.

Duties and Responsibilities

 

Summary of Key Services:

The candidate will develop a transparent measureable, reportable and verifiable (MRV) inventory for tracking the end-use sales and energy rating data of appliance and equipment in Nigeria. These marketing, engineering, economic and potential carbon emissions data to be collected and surveyed must be accurate and suitable as inputs parameters for various tools for the design of energy efficiency policy and measures.

 

Specific functions

Specific functions shall include but not limited to the following:

  • Consult with stakeholders on what appliance to survey, develop, categorize and prioritize an inventory of appliances (refrigerators, chillers, Air conditioners, lighting, motors, solar heater, pumps)
  • Identify and recommend what demographic, marketing, engineering, economic and energy sector data to collect and monitor (sales volume, energy rating, energy efficiency ratio, sale prices, tariff rate, market trend, appliances growth rate)
  • Develop a user friendly inventory system to capture, validate and verify the top down (custom, import) and bottom up data (importer, retailers, wholesaler)
  • Identify gaps in the data and recommend solutions
  • Develop or adopt an energy efficiency modeling tools such as CLASP’s PAMS and BUENAS to quantify co-benefits and for the design of energy efficiency policy and measures (MEPS and Label)
  • Develop a data updating system through re-surveys as essential validation exercise
  • Based on the modelling outputs, recommend energy efficiency policy and measures in a report that are appropriate to Nigeria
  • Draft a training manual on how to use the inventory system
  • Assess power demand by the public sector such as ministries, schools, universities, hospitals and others (mosques and churches).
  • Develop an inventory of potential viable carbon projects.

 

Deliverables and Reporting

The consultant shall work with the Project Team to ensure the successful and timely completion of the inventory system in accordance with objectives, schedule and planned budget and the monitoring and evaluation plan.

 

Competencies

Functional Competencies

  • Previous experience in developing and implementing of inventory system for baseline data management for the design of MEPS and label.
  • Previous experience in the collection and analysis of market surveillance data suitable for inputs into PAMS and BUENAS modeling
  • Experience of in implementing project activities, effective result-based monitoring systems with good Indicators and strong baseline
  • Experience of energy efficiency policy and legislations, especially on appliances S and L  and awareness campaign.

 

Management and Leadership:

  • Strong in inter- personal and multi-disciplinary communications
  • Ability to lead, plan, organize, coordinate, delegate manage monitor and evaluate the project and work Independently and as a team to the scheduled timelines and milestones
  • Ability to work in a multi-cultural environment
  • Demonstrates a good work ethic and respect for divergent views
  • Flexibility in accommodating a range of comments and suggestions after technical review

 

Corporate Competencies:

  • Demonstrates commitment to UNDP’s mission, vision and values.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Familiarity with the Nigerian context or with similar projects in region (West African and Sub-Saharan) would be an added advantage for recruitment.

 

Required Skills and Experience

  • At least 10 years work experience in Inventory system design and management of end use data sales.
  • Familiar with mitigation modeling tools such as PAMS and BUENAS
  • University education in Electronic, Engineering, Environment, Climate Mitigation, Energy Efficiency or relevant field
  • A post-graduate degree (M.Sc., or higher) is an advantage
  • Strong computer and analytical skills (Microsoft Office, Excel, PowerPoint, Internet, e-mail)
