Project Description
Ekiti State intends to take a loan from the World Bank under the 3rd National Urban Water Sector Reform Project, to finance the reform of the water sector in the state. The desired outcome of the project is to provide good quality water in a sustainable manner to the citizens of the state.
Vacancy
Applications are hereby invited from qualified candidates to fill the following position in the PROJECT
Title: Human Resources Development Officer (HRDO).
Reporting Responsibility: Project Coordinator (PC)
The Project:
The primary objective of the reform project is to enhance the capacity of the state to provide economically and sustainable water supply through institutional strengthening and optimal involvement of private partners in the urban water supply.
The state government has demonstrated its commitment to the reform by initiating a state water and sanitation policy in June 2012 while the draft law is awaiting passage into law by the state house of assembly. A major outshoot of the law is the autonomy granted the corporation.
Duties:
The HRDO is responsible for providing support in various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counseling. This may include information on training needs and opportunities, job descriptions, performance reviews and personnel policies of the Ekiti State government. The HRDO is also expected to design a plan to transform the EKSWC into an effective, motivated and capable utility in order to compliment the recent efforts of the State Government on funding and legislation. This role covers all developmental agency sponsored projects in the water sector in Ekiti State i.e. World Bank, EU (WSSRP3), AfDB, UNICEF, – to be commonly referred to a Developmental Agencies (DA).
General:
- Develop and implement a human resources plan and personnel management policies and procedures which includes transforming the mentality of civil servants to result-oriented professionals. Manage staff and resources in the department to deliver the project objectives
Specifics:
- Identify training and development opportunities e.g. critical skills required from the reform process and new investment e.g. need for a CIS specialist in the Corporation, as well as follow up of staff about to retire and ensuring they train/pass the knowledge to current staff
- Be involved in the structuring of the organogram of the corporation, ensuring that the people assigned to certain responsibilities have enough capacity to perform, and there are clear reporting lines.
- Under the direction of the PC, ensure that accurate job descriptions are in place.
- Organise staff training sessions, workshops and activities.
- Development of an inventory of staffs’ abilities and qualifications (by interviewing each one) and develop a performance plan.
- Process requests for overseas trainings while complying with policies and procedures.
- Under the supervision of the PC, participate in World Bank Missions and carry out relevant follow-up activities.
- Develop HR policy, including recruitment and dismissal, disciplinary actions, definition of expectations and conflict of interest to work in the corporation, compensation packages, code of conduct, developing of working hours, monitoring of productivity and performance, particular actions towards gender inclusion, planning of working space and equipment, and ensuring in general the well being of the staff.
- Prepare Unit Management Report-Monthly, Quarterly, Unit Mid Term Review and Project Completion Reports.
- Access funding for training and write proposals.
Qualifications:
- University Degree/HND in Social Sciences or any other related discipline.
- Human resources management certificate will be an added advantage and experience in implementing performance contract would be an asset.
- Computer skills including the ability to operate spreadsheets and word processing programs is required
- Extensive experience in Human Resource Management in an autonomous water utilities or any private organization
- Good command of English, both written and spoken.
- Good inter-personal skills.
Allowance and Resources: To be determined by the PMC.
Performance Evaluation Criteria:
- Meeting the implementation targets set out in the annual Work Plan.
- Timely submission of Unit Management Report.
- Efficient and Professional Handling of Human Resources Related Issues Arising from Meetings and Deliverables of Contractors, Consultants and other service providers.
