Position: Consultant (PMV)

 

The Federal Government of Nigeria (FGN) has received a Credit from the International Development Association (IDA) towards the cost of Malaria Control Booster Project in the country. Jigawa State Government has signed a subsidiary Credit Agreement for this credit and intends to apply part of the credit to cover eligible payments for consulting services. This intervention aims at building the capacity of the Patent Medicine Vendors (PMV)s to deliver key malaria control interventions at the community level as it is a known fact that over 70% of the populace patronize these PMVs when sick.

 

1.       Overview

The Health Institution would with the collaboration of the PMV Consultant and PMV Association train the PMVs in accordance with adapted curriculum development by the NMCP. Successful PMVs would be issued with a certificate on completion of the course. The Health institution would be trained by the NMCP to develop the capacity of training the PMVs.

 

2.       Responsibility

 

Training of PMVs.
  • Conduct batches of training for the PMVs on the HMM and delivery of key malaria control commodities.
  • Would in collaboration with the PMV Consultant and PMV Association plan and implement the conduct of the trainings of the PMVs.
  • Can engage other special cadre of health workers e.g. Doctors, Pharmacists etc. in the teaching of some modules that would need the input of such group of health workers.
Reporting
  • The Institution would prepare a report at the end of each training and submit to the PMV Consultant.

Required profile of the Institution

 

The Institution for this assignment should have the following expertise:

  • Must have been involved in the training of middle and lower level health workers e.g. School of Health Technology or Hygiene.
  • Must have graduated at least 5 sets of students from inception.
  • Must have at least 2 academic staff members, with at least a diploma each in community medicine, health science, pharmacology or sociology.
  • Presence of degree holders or H.ND in the mentioned fields above would be an added advantage.
  • Previous experience in community mobilization and training would also be another added advantage.

 

Location of the assignment: Jigawa State.

Duration of Assignment: one-years to start in Nov 2011. Based on performance, this assignment could be renewed for a longer period.

 

Deliverables

  • Timeliness in conduct of training according to plan

 

  • Conduct of trainings according to adapted curriculum and modules.

 

  • Timeliness in submission of training reports after each training to the PMV Consultant.

 

6.   Selection Method:

•    Consultant Qualification (CQ)

 

The Consultant /Firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: for Selection and Employment of Consultant Firm by World Bank Borrowers, 2004 edition.
