Position: Consultant (Support Community Driven Interventions) (CDI)
The Federal Government of Nigeria (FGN) has received a Credit from the International Development Association (IDA) towards the cost of Malaria Control Booster Project in the country. Jigawa State Government has signed a subsidiary Credit Agreement for this credit and intends to apply part of the credit to cover eligible payments for consulting services to ensure an adequate support to State implementing entities and their Community Driven Interventions (CDI) focal points, the services of a Consulting Firm/Non-governmental Organization (Technical Assistance) will be required, for community strengthening to deliver the interventions in the state.
1. Overview
The Consulting firm/Non-governmental Organization will support the State PIU focal person in providing the overall vision, direction, leadership, and management into strengthening malaria control interventions using the CDI approach. The Consulting firm/NGO will be required to support the State PIU in implementing the following:

Health care providers (health workers and community volunteers) trained on delivery of malaria control and prevention commodities through CDI approach |

3. Required Profile of the Consulting Firm/Non-governmental Organization.
The Consulting firm/NGO for this assignment should have the following expertise:
1. At least one staff skilled in M&E with 5 years experience in community based intervention
2. At least one staff member with a minimum of a degree in public health,
Sociology, social work, community development, nursing or related field
3. Staff with excellent writing, analytical and communication skills
4. Previous experience in working in community development
5. Previous experience in community mobilization and training
6. Previous experience in implementing CDI
7. Understand the local cultures of the State
8. Able to communicate in one of the major local languages of the State.
Location of the assignment: the consultant/Firm will support the implementation of Malaria intervention using the CDI approach in 2 LGAs to be selected.
4. Duration of Assignment: one-year assignment to start in July 2010. Based on performance, this assignment could be renewed for a longer period.

- Timeliness in conduct/report of activities
- Monthly/Quarterly report to the State PIU
- Effective monitoring & supervision method to ensure access to commodities by the beneficiaries with minimal losses.
- Any other activities /deliverables subject to consideration during contract negotiations.
6. Selection Method:

The Consultant /Firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: for Selection and Employment of Consultant/Firms by World Bank Borrowers,. 2004 edition
