Vacancies: Senior Communications Specialist, Procurement and Grants Officer

 

The Communication for Change (C-Change) Project is implemented by FHI360 and funded by the United States Agency for International Development (USAID). Due to an expansion in her Scope of Work, the C-Change Project in Nigeria is recruiting for the following positions:

 

Position: Senior Communications Specialist (Based in Abuja with 50% travel, 1 year duration with possibility for an extension)

 

Under the direct supervision of the Deputy Chief of Party, the successful candidate will provide leadership for the implementation of a national demand creation campaign for uptake of Prevention of Mother to Child Transmission (PMTCT) services through the following key duties and responsibilities:

  • Develops, Reviews, revises where necessary, evaluates and monitors program work plans and performance
  • Coordinates PMTCT activities with partners and stakeholders.
  • Provides strategic and technical guidance to USIPs and other development partners.
  • Prepares and maintains communications and provides information to the DCOP/COP, FHI 360 HQ, partners, donors and other external audiences.
  • Prepares Project Reports (Quarterly, mid-term and annual).
  • Promotes cooperation with the Nigerian Government and other allies, partners and stakeholders.

 

Qualifications:

  • Masters’ degree in Public Health, Social Sciences, and Communications
  • With a minimum of 5 years’ experience designing and implementing Social and Behavior Change Communications (SBCC) Programs in HIV and AIDS Control
  • Advanced degree m an area not listed above, but with a minimum of 10 years previous International  Development particularly in SBCC for HIV
  • Sound and demonstrated project management experience.
  • Sound and demonstrated training skills
  • Working knowledge of USAID’s performance monitoring and evaluation methodologies and indicators.
  • Excellent oral and written communication skills in English.

 

 

Position: Procurement and Grants Officer (Based in Abuja)

 

The Procurement and Grants Officer is responsible for all procurement and grant actions. The ideal candidate should have a minimum of 3 years’ experience in a related position as well as knowledge of USAID procurement and grant regulations.

 

Duties and Responsibilities

Under the direct supervision of the Chief of Party (COP), the Procurement and Grants Officer performs the following:

  • Manages and coordinates all local procurement actions for C-Change Nigeria project activities.
  • Works with program and administrative staff to determine the procurement needs of C-Change Nigeria on an ongoing basis
  • Keeps an updated procurement plan that reflects timelines for solicitations, evaluations, selections, awards, and delivery of products/services.
  • Provides guidance in the evaluation and selection of vendor proposals and quotes.
  • Ensures compliance with US government regulations (i.e., 22 CFR 228, Source, Origin and Nationality; 22 CFR 226, Administration of Assistance Awards to NGOs; and OMB Circular A-1 22, Cost Principles for Non-profit Organizations), FHI 360 policies and procedures, and local laws (including labor laws) and tax regulations.
  • In charge of office maintenance and repair needs including official vehicles, air conditioners, photocopier and other equipment as well as electrical and other office repairs.
  • Keeps an updated inventory of all office equipment and supplies
  • Supervises the following staff: Drivers, Admin Assistant,
  • Assist the Chief of Party and program staff as applicable to prepare advance lists of procurement activities for planning efficient and timely inputs to support approved work plan activities.

 

Qualifications:

  • University degree or equivalent in Accounting, Business Administration or other business- related fields
  • At least 3 years experience working in a similar position in a USG-funded project, preferably USAID.
  • Prior experience managing complex procurement activities
  • Proven ability to pre-plan, ability to deal with multiple tasks, flexibility and getting critical tasks completed in a timely manner
  • Track record of being a team player
  • Strong team building and supervisory experience
  • Strong internet and computer software skills including MS Office suit programs.
