Position: Senior Technical Officer: Monitoring & Evaluation

The Senior Technical Officer: Monitoring & Evaluation will be responsible for providing programmatic, technical leadership and organizational development support on M&E to implementing partner NGOs, their programmes and sub-partners; support: support programme development and capacity building; support programme evaluations and analysis: and provide feedback to the program team, as necessary.

Major Duties and Responsibilities:

  • Leads on regular review and updating of the program workplan based on consultation with team leaders and enabling teams for key strategies
  • Design and develop monitoring and evaluation plans, formats and reporting systems for partners for the project with support from the line manager
  • Support the implementation of monitoring and evaluation plans and budgets
  • Contribute to the implementation and review of effective monitoring and project activities against agreed project deliverables
  • Contributes to the preparation and timely submission to the donors of annual work plans as well as technical reports
  • Undertake periodic review of the implementation and operation of the monitoring and reporting mechanism; including the preparation of best practices and lessons learned
  • Directly supervise all the state teams and facilitate, monitor and mentor them in maintaining high standards of performance in all their local M&E activities and most especially in the area of Health Management Information Systems (HMIS).
  • Foster ARFH’s relationships with key counterparts at National level, especially from the Federal Ministry of Health Department of Planning, Research and Statistics (NHMIS branch), to facilitate synergies and guarantee harmony between ARFH and FGoN M&E/HMIS activities.
  • Supervise and support the data management, analysis and quality  management-related initiative undertaken by state M&E officers
  • Work with other members of the team to liaise with partner NGOs in preparing and submitting programme and other reports on a timely basis as required, for internal and external use
  • Provide timely feedback on programme reports and other documents relating to programmes and to sub-partners
  • Maintain up to date accurate records on MIS data and programme indicators at all levels
  • Support the compilation of information, including workshop reports, quarterly and annual reports and review and re-planning reports
  • Undertake other responsibilities not outlined above which are commensurate with a role of this nature in the development sector.

Minimum Qualification:

  • Bachelors degree in Social sciences, public health or health related degrees (MBBS, MD, Pharmacist) and MPH or similar qualifications in monitoring and evaluation or related field.
  • 5-7 years experience, in Monitoring and Evaluation in large SRH/FP programs at national or international level: sound knowledge of statistics and public health: experience in working with local partners, including host Governments. NGOs and CBOs; knowledge of the Nigerian local context is an asset, as well as the familiarity with USAID program.
