The C-Change project supports the communication component of the Nigeria national HIV and AIDS response at four levels: a) strengthening and improving the ability of the to coordinate the National HIV/AIDS response; b) building the capacity of Kogi and Cross River State Agency for the their respective responses; c) Strengthening in-country Social and Behavior Change Communication (SBCC) implementation capacity through direct training/monitoring of USG implementing Partners (IPs) and NGOs as well as through integration of SBCC training into tertiary schools
;d) Improve the media response to HIV/AIDS through training/mentoring of journalists and capacity building for media houses. C-Change, Nigeria’s scope has expanded to include demand creation support to the National Accelerated Prevention of Mother-to-Child Transmission (PMTCT) initiative as well as communication support to the Malaria Action Program for State (MAPS) project.
Position: Senior Monitoring & Evaluation Specialist
Location: Based in Abuja
Supervisor: Chief of Party (COP), C-Change Nigeria project
The Senior Monitoring and Evaluation (M&E) Specialist will work closely with program staff, FHI360 Washington and partners to review the project’s M&E approach. S/he will develop conceptual models and M&E designs, including the development of data analysis plans and monitoring and evaluation systems at the country level. S/he will document program performance; be involve in program reporting; provide expert consultation and leadership in monitoring and evaluation design, analysis, interpretation, and reporting; and prepare tools to improve program monitoring and evaluation.
Essential Job Functions:
- Work with the Chief of Party, Deputy Chief of Party, Senior Communication Specialist, M&E Interns and project partners to design, direct, and evaluate all project-supported activities
- Coordinate and manage M&E support staff, including consultants
- Ensure that appropriate M&E mechanisms are built into all pertinent work plans, and that the information is properly collected, analyzed, and reported
- Identify and utilize (as needed) institutional support from project partners for project M&E activities, including any operational research efforts
- Coordinate with designated mechanisms (e.g., NNRIMS) to collect country-level impact data
- Support the collection, evaluation, and dissemination of project successes and lessons learned
- Ensure that the monitoring results are reviewed regularly with program staff so that the country’ programs have the requisite data for decision-making
- Assure that the project annual work plans and budgets provide proper support to M&E efforts
- Assist country managers, government counterparts, and project partners in the interpretation of data for decision making, improved program design and implementation
- Update and report annually on C-Change Nigeria’s performance monitoring plan (PMP)
- Provide technical support for the submission of PEPFAR country reports as mandated by USAID Missions
- Provide supervisory support to M&E Officer
- Provide general M&E oversight to C-Change Project
- Work with the Senior Communication Specialist to develop project reports
- Perform other duties as requested by senior management
Education:
- Masters in one of the following or related fields: Research & Evaluation, Management Information Systems, Health, Health Ed. & Behavioral Science, International Health, Behavior Change Communications, Communications, Mass Communications or Public Health required.
Specific Knowledge Requirements:
- Excellent knowledge of the principles and current approaches to monitoring and evaluating health communication/behavior change programs. Position requires strong knowledge of HI V monitoring and evaluation. Position requires strong knowledge of M&E activities in Nigeria-MPPI/PITTs, NNRIMS, etc.
Skills:
- Proven ability to design and conduct monitoring and evaluation for health communication/behavior change communication programs in developing countries.
- Must be able to effectively coordinate and manage implementation of multiple monitoring and evaluation activities.
- Ability to collaborate with US and host country institutions.
- Must be able to synthesize information quickly
- Excellent writing skills are essential.
- Ability to contribute to capacity building efforts and work with colleagues at community level.
Experience:
- At least 7 year(s) of relevant experience required
- Experience with PEPFAR indicators
- Experience working with and reporting results to USA1D
- Experience with quantitative and qualitative research
- Experience and ability to work as part of a team
