The African Civil Aviation Commission wishes suitably qualified candidates to fill the position below at its Headquarters based in Dakar, Senegal.
POSITION: Legal Advisor (P/2011/04)
DIRECT LINE SUPERVISOR: SECRETARY GENERAL
LEVEL: P4
POSITION ASSIGNMENT:
- Providing necessary legal expertise in the fields of law pertaining to AFCAC’s attributes.
MAIN RESPONSIBILITIES:
- Participate in the preparation and implementation of an African Civil Aviation Policy
- Advise the African States to have autonomous civil aviation entities available
- Ensure follow-up of the Seat Agreement between operators and African States
- Participate in the settlement of disputes between operators and African States
- Participate in the activities for the protection of consumer rights
- Participate in Africa to the legal negotiations relating to the implementation of the Yamoussoukro decision.
- Develop and harmonize the rules and regulations aiming at enabling African States to have harmonized positions
- Ensure the follow-up with the states about the signature and ratification of international conventions
- Ensure the interface of AFCAC with the AU, the AU organs and the Regional Economic Communities for Legal issues
- Ensure the compliance with legal procedures (namely by carrying out the review of AFCAC’s contract and communities prior to their signature) and advice the Secretary General on any issue relating to law.
- Contribute to the development of facilitation measures
- Establish measures aiming at protecting the environment
- Represent AFCAC in national and international meetings dealing with air transport matters
- Carry out other duties assigned by the Secretary General
Training Requirements
- Advanced University Degree or equivalent academic qualifications Specialization in public international law and air law equivalent academic qualifications. Practice of public international law or air law, treaty law and law of international Organization
Required Expertise and Skills
- Justify an experience of at least fifteen (15) years in national or international organizations in the field of civil aviation
- Practical experience in negotiation with senior officials in governments and multinational organization
- Possessing good communication and writing skills
- Possessing good negotiation skills
- Being available and rigorous
- Possessing proven skills in the field of advice
- Fluency in one of the working languages of AFCAC
- Knowledge of more than one of the working languages of AFCAC (including English) is a highly desirable qualification
- Being mobile
PERFORMANCE INDICATIONS
- Number of Africans States having signed and ratify the international civil aviation legal instruments
- Quality of the contracts and agreements reviews carried out
- Success in conflict resolution in the framework of the Yamoussoukro Decision

Duration of Appointment:
