A. Background

The Global Environment Facility (GEF) is working with the Nigeria Government to implement a climate change mitigation project titled “Promoting Energy Efficiency in Residential and public Sector in Nigeria”. The overall objective of this project is to improve the energy efficiency of a series of end-use equipment used in residential and public building in Nigeria through the introduction of appropriate energy efficiency policies and measures and demand-side management programs. Another objective of the project is to strengthen the regulatory and institutional framework, develop monitoring and enforcement mechanisms, provide training to appliance and equipment professionals, and launch a public outreach campaign to promote energy efficiency in Nigeria.

 

The project will assist the government of Nigeria to put in place comprehensive energy efficiency policy and legislation. It will help to minimize the building of power stations, helping to save money which will be invested in other sectors. This will consequently help in mitigating the emission of greenhouse gases resulting from generating energy. It will also help to increase Nigerian’s access to electricity.

 

UNDP Nigeria is seeking to appoint a candidate that will help to review and develop an energy efficiency policy and legislation ready for parliamentary approval.

Duties and Responsibilities

Summary of Key Services

The candidate will help to review and develop an energy efficiency policy and legislation ready for parliamentary approval.

 

Specific Functions

Specific functions shall include but not limited to the following:

  • A comprehensive report on the existing legal, regulatory and institutional framework affecting the development of energy efficient appliances in Nigeria and on the existing barriers with recommendations for needed changes.
  • Conduct a technical and legal review of existing appliance standards regulations and tools.
  • Review and recommend lessons learnt in the development of EE legislations, policy and measures undertaken in other developing countries e.g. Ghana, India, Mexico, South Africa,
  • Review current policy and legislation gaps
  • Produce review report and document results of review
  • Based on the modeling data obtained from inventory study, the candidate will draft the energy efficiency policy and bill of Act for review by the Project Steering Committee members
  • Extensive consultation with Project Steering Committee Members, ministries and private sector representatives.
  • Review and align with national process and work out timeline/milestones of approval of draft energy efficiency bill
  • Training workshop to regulatory staff reviewing regulation and implementation responsibilities
  • Embark on a review to find out if the energy efficiency legislation could be merged with other Climate bills being drafted e.g. the New Clean Energy Bill.
  • Drafting the MEPS for AC, refrigerators and lighting

 

Deliverables and Reporting:

The consultant shall work with the Project Team to ensure the successful and timely completion of the energy efficiency bill in accordance with objectives, schedule and planned budget and the monitoring and evaluation plan.

 

Competencies

 

Functional Competencies

  • Clear understanding of the barriers in the legal process in Nigeria
  • Previous experience in drafting and development of Nigerian bill of Act
  • Ability to work with the public and private stakeholders to get prompt feedback
  • Experience of energy efficiency policy and legislations, especially on appliances S and I and awareness campaign.

 

Management and Leadership:

  • Strong in inter-personal and multi-disciplinary communications
  • Ability to lead, plan, organize, coordinate, manage, monitor and evaluate the project and work independently and as team to the scheduled timelines milestone
  • Ability to work in a multi-cultural environment
  • Demonstrates a good work ethic and respect for divergent views
  • Flexibility in accommodating a range of comments and suggestions after technical review

 

Corporate Competencies:

  • Demonstrates commitment to UNDP’s mission, vision and values.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Familiarity with the Nigerian context or with similar projects in region (West African and Sub-Saharan) would be an added advantage for recruitment.

 

Required Skills and Experience

  • At least 10 years work experience in the legal professions
  • University education in Legal, Law, Engineering, Environment, Climate Mitigation, Energy Efficiency or relevant field. A post-graduate degree (M. Sc, or higher) is an advantage
  • Strong computer and analytical skills (Microsoft Office, Excel, PowerPoint, internet, e-mail)
