The Supply Chain Management System (SCMS) was established to enable the unprecedented scale-up of HIV/AIDS prevention, care and treatment programs in the developing world. SCMS procures and distributes essential medicines and health supplies and works to strengthen existing supply chains in the field. It also facilitates collaboration and exchange of information among key donors and other service providers. SCMS, funded by the US President’s Emergency Plan for AIDS Relief (PEPFAR) and managed by the US Agency for International Development (USAID), has identified the need for a Senior Warehousing Advisor (SWA) to provide technical expertise for federal and state health commodity warehousing infrastructure as well as personnel resource development. The Senior Warehouse Advisor will work collaboratively with a Short-Term Technical Assistance (STTA) Warehousing Expert and in concert with SCMS Nigeria work plan and activities. S/he will be directly responsible for following up on tasks and activities when the STTA is not in-country and any other activities deemed necessary by JSI /SCMS Nigeria office. The successful candidate will be part of the Systems Strengthening Team and responsible for implementing SCMS work plan activities and other activities within the integrated office set-up.
Position: Senior Warehousing Advisor
Key Responsibilities
- Under the leadership of the Associate Director, HSS, s/he will perform the following specific tasks:
A. Technical support to the Food and Drug Services (FDS), Federal Ministry of
Health (FMOH)
B. Technical support to central and state warehousing personnel C. Project management of renovation/construction of Central Medical Stores Abuja
A. Technical Support to the Food and Drug Services, FMOH
The SWA will serve as the technical lead in providing support to the Food and Drugs Department of FMOH on matters pertaining to best warehousing practices and warehousing policies.
- Support the FDS Department on matters pertaining to development and implementation of standard policies and practices in warehousing of health commodities
- Support the development of a standard warehousing strategy that will be piloted at the federal level and cascaded down to state central medical stores
- Work in collaboration with the Resource Development Department of SCMS to develop job aids and support organizational development of the Ministry’s staff on warehousing practices
- Develop a standard warehousing checklist to ensure compliance of best warehousing practices at all Federal Medical Stores
- Support the staff of SCMS and STTA in reviewing the organization’s design to ensure that the up-skilling of the FMOH team will not create unnecessary duplication of roles throughout the organization
- Participate in reviewing job descriptions to allow alignment of newly acquired skills, ensuring that new knowledge and skills are put into practice
- In collaboration with the M&E Team and the warehouse expert, participate in the development of a monitoring and evaluation plan needs viii. Participate to the development of a retention plan to manage the risk associated with trained staff leaving once skills transfer has taken place
B. Technical Support to Central and State Warehousing Personnel
The SWA will serve as technical lead in providing support to the state central medical stores in matters pertaining to best warehousing practices and warehousing policies.
- i. Provide technical support to the state medical stores personnel organizational and resource development on best warehousing practices
- ii. Develop job aids and a standard warehousing checklist to ensure compliance to best warehousing at the state medical stores
- iii. Develop warehousing and distribution strategies for the public health sector commodities and programs
- iv. Participate in the delivery of trainings but also mentoring, if appropriate and as needed, to federal and state warehousing personnel
C. Project Management of Renovation/Construction of CMS Oshodi and /or Abuja
The SWA will provide project management/supervision to the renovation of the Central Medical Stores Oshodi and/or Abuja and act as liaison between the stakeholders and contractors.
- i. Prepare and supervise implementation of the work plan in collaboration with contractors and suppliers, detailing the type and cost of civil works expected
- ii. Prepare and provide monthly (or quarterly reports where applicable) to stakeholders on the project status, finance and successes/challenges, delays, etc.
Minimum Skills and Qualifications
- Interested candidates must possess the following minimum skills and qualifications:
- Knowledge and/or experience in warehousing constructions and landscaping
- Experience in the availability and costs of warehousing equipment and tools required for such refurbishments, including the use of racking and climate control installations, including cold rooms
- Experience in the administration and management of a warehousing facility
- Proven experience in managing public health programs or projects in Nigeria or similar developing country context
- Ability to monitor, supervise, and train in health service programs
- Extensive knowledge of the Nigerian public health sector
- Strong analytical and problem solving skills
- Excellent technical writing and oral presentation skills are highly desired
- Ability to work as part of a team and to be self-managing
- Knowledge of Microsoft Office, including Word, Excel, and PowerPoint
- Ability and willingness to travel in the field
