Technical Coordination Manager DFID-SPARC at SPARC Team

The State Partnership for Accountability, Responsiveness and Capability (SPARC) is the main governance programme of the Department for International Development (DFID) in Nigeria. SPARC commenced in 2008 and runs through until 2015. Its overall purpose is to enhance the efficiency and effectiveness of selected state level governments’ use of public resources, and it focuses on public financial management, public service management, policy and strategy management and monitoring and evaluation. We are now looking for a Technical Coordination Managers (TCM) to join the SPARC Team. The TCMs will be based in Niger, Katsina, Yobe and Zamfara state SPARC offices. The TCM will work closely with the State Programme Manager (SPM), consultants, Programme Management Unit in Abuja and colleagues in other SPARC state offices. The TCM will support SPM in all SPARC technical disciplines.

 

Position: Technical Coordination Manager DFID-SPARC

 

Responsibilities

Reporting to the State Programme Manager (SPM), the Technical Coordination Managers will:

  • Support the development and implementation of strategies in the areas of: Public Financial Management (PFM); Public Service Reform (PSR); Knowledge Management (KM); Monitoring and Evaluation (M&E); and Policy and Strategy.
  • Work with government to design and implement capacity building measures.
  • Make and build relations with key government organizations and other donor programmes.
  • Support and deputize for the SPM in all areas of management of the programme, as required.

 

Minimum Qualifications and Experience

  • Recognized post-graduate qualification in a discipline relevant to the main areas of SPARC work.
  • A minimum of six years relevant experience, including work with a similar organization.
  • A team player who is able to coordinate various streams of work to achieve agreed goals.
  • Understanding of how government works/experience with the Civil Service is an added advantage.
  • Skilled in report writing, with good written and oral English.
  • Good facilitation, communication and presentation skills.
  • Computer literate and conversant with MS Excel, Word PowerPoint and the internet
  • Familiarity with the local environment of the state applied for and ability to speak Hausa will be a distinct advantage
