Position: Water, Sanitation and Hygiene (WASH) Officer, NOB

Purpose:
UNICEF Nigeria seeks the services of experienced WASH Officer who will under the general supervision of the WASH Specialist. Field Office contributes to WASH programme design and implementation, evaluation of Water. Sanitation and Hygiene activities, data analysis and progress reporting.
The successful candidate will be expected to carry out the following duties:
- Collects and analyzes data for the Situation Analysis.
WASH programme/project planning, management, and monitoring and evaluation purposes Analyzes WASH programme implementation reports and evaluates in relation to established WASH programme recommendations and plans of action.
Reports the outcome of analyses and proposes corrective actions.
2. Undertakes on-going visits to UNICEF project sites, assesses local conditions and resources, and monitors UNICEF inputs Communicates with local counterpart authorities on project feasibility and effectiveness, including the flow of supply and non-supply assistance.
3. Undertakes follow-up actions on WASH programme Implementation activities and prepares reports Drafts changes in the WASH programme work-plans, as required.
Investigates queries regarding authorization, delivery or payments and follow up with Finance, Administrative, Supply and Programme staff on processing of payments advances to governments and liquidation of accounts.
Ensure that activities are in accordance with plans of action.
4. Attends technical cooperation meetings, prepares notes and undertakes follow-up actions related to WASH programme implementation
5. Selects and compiles training and orientation materials for those involved in WASH programme implementation Liaises with Education and Health Sector, NGOs and schools authorities to develop/Update training modules on sanitation / hygiene education.
Provides guidelines for establishment of CRC/Environmental Health Clubs in Schools
6. Evaluates and analyzes financial and supply reports to ensure that expenditures are within allotments and data is consistent with PROMS/PIDB.
Monitors the utilization of UNICEF cash and supply assistance and provide necessary feedback UNICEF and partners.
Reports to the supervisor and/or head of the office, detailing the outcome of reviews
7. Assists in the preparation of the country programme recommendations by drafting CPSS, PSS and other relevant documentation, ensuring adherence to established rules and regulations.
Maintains a computerized programme system, and submits necessary reports.
8. Drafts relevant sections of reports (required for donors, management, annual reports. etc.).
Minimum Qualification & Competencies:
- University degree or its equivalent in Water Management, Sanitation, Social Sciences or a Technical Field related to the work of UNICEF.
- Minimum of two years of progressively professional work experience in Project Administration, Monitoring and evaluation in the area of water and environmental sanitation.
- Fluency in English is required. Knowledge of the local working language of the duty station is an asset.
- Knowledge of another UN working language, an asset.
- Knowledge of the latest developments and technology in related fields.
- Analytical, conceptual, negotiating, communication and advocacy skills.
- Networking and team work abilities.
- Computer skills, including internet navigation and various office applications.
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
