The State Accountability and Voice Initiative (SAVI) is one of five State Level Programmes (SLPs) funded by DFID designed to improve the efficiency and effectiveness of public resource use in selected states in Nigeria. SAVI is currently working in Enugu, Jigawa, Kaduna, Kano Lagos, and is presently expanding

Into Katsina, Yobe and Zamfara with the programme Head Quarter in Abuja. SAVI is recruiting qualified candidates to fill the following positions

Position:     Regional State House of Assembly (SHoA) Adviser

(Two Positions)

Broader Objective:

Primarily to provide technical support to the SAVI STLs, Unit Heads and SPOs on SHOA work, this technical help needs to accommodate the reality and opportunities during the present State Administrations: a variable approach will be adopted between States based on the reality on the ground:

 

The SHoA advisers will help to identify and give guidance in implementing some quick-wins to establish both a presence and confidence building between all partners (ShoA/ Media and CS Groups)

During the present post election period take forward opportunities to support policy development by ShoA Members especially in work to achieve the Millennium Development Goal (MDG). As the SHo Adviser, develop and implement a longer-term SHoA development strategy that will lead to sustainable and measurable gains in strengthening the Legislature’s capacity to fulfill its Constitutional role.

 

Working Methodology:

Team Working is the core principle around which both National and State Teams functions, as Regional SHoA Adviser you are expected to imbibe the attitude and behaviour required to be a full team player:

  • Team working requires you to respect all members of the team, and to be non discriminatory either in your attitude or actions to other team members or partners
  • The delivery of the program depends on team efforts and will be judged accordingly and not on the perceived contributions of an individual, these are essential personal skills for the SHoA Adviser.

 

Other Relevant Experience:

Experience in working on the links between Governance Reforms and Service Delivery impacts, with a minimum of 10 years working in Donor programmes, linked to V and A and engagement with Government and with Legislatures as well as the Private Sector, has significant periods of work in Northem Nigeria with in depth cultural understanding. Is a strong Team Player and is willing to travel.

 

Qualifications:

  • Includes a post graduate Degree in Project Management or other relevant educational background combined with relevant management experience, Minimum 10 years experience in CSO, some engagement with SHoA, work with media, conversant with one or more of the following States Kano, Kaduna, Jigawa, Zamfara, Kano and Yobe environment, preferable if Hausa is spoken fluently.

 

Position:     Coordinator

(Between Programme to Re-establish Routine Immunisation in Northern Nigeria and Mother and New Born Child Health PRINNM-MNCH and SAVI)

Broader Objective:

Primarily to provide technical support to the SAVI, Unit Heads and SPOs on various areas of collaboration between the 2 DFID Programmes, this technical help needs to accommodate the reality and opportunities in 3 Northern States (Yobe/ Katsina and Zamfara) which will require a variable approach to be adopted between States to reflect the ground:

 

  • The Coordinator will help to identify and give guidance in implementing some quick-wins to establish both a presence and confidence building between all partners (ShoA/ Media and CS Groups and between PRRINN MNCH/ SAVI)
  • Take forward opportunities to support policy development by elected officials especially in PRRINN MNCH related issues (in PRRINNM MNCH States)
  • As the Coordinator develop and support the field staff to implement a longer-term strategy that will lead to sustainable and measurable gains.

  • Team working requires you to respect all members of the team, and to be non discriminatory either in your attitude or actions to other team members or partners
  • The delivery of the program depends on team efforts and will be judged accordingly and not on the perceived contributions of an individual,
  • These are essential personal skills for the facilitator role which is expected to be played.

 

Other Relevant Experience:

Has experience in working on the links between Governance Reforms and Service Delivery impacts. With a minimum of 8-10 years working in Donor programmes, linked to V and A and engagement with Government and the Private Sector, has significant periods of work in Northern Nigeria with in depth cultural understanding. Is self motivated, is willing to mentor and support staff who he/she line manages, is a strong. Team Player and with Legislatures is willing to travel.

 

Qualifications:

  • Includes a post graduate Degree in Project Management or other relevant educational background combined with relevant management experience, Minimum 10 years experience in CSO Coalition work engagement with SHoA, work with media, preferable if conversant with Kano, Jigawa, Zamfara, and Yobe environment, essential spoken Hausa fluently.
