Vacancies: State Team Leader, Finance Officer, Office Manager
The State Accountability and Voice Initiative (SAVI) is one of five State Level Programmes (SLPs) funded by DFID designed to improve the efficiency and effectiveness of public resource use in selected states in Nigeria. SAVI is currently working in Enugu, Jigawa, Kaduna, Kano Lagos, and is presently expanding
Into Katsina, Yobe and Zamfara with the programme Head Quarter in Abuja. SAVI is recruiting qualified candidates to fill the following positions

Position: State Team Leader
Location: Jigawa
Broader Objective:
Manage the SAVI State Team and be responsible for the delivery of the agreed work objectives for the State as agreed between SAVI /DFID and State partners
Responsibilities:
- Pursue, further develop and monitor SAVI Strategy, work -plan and budget in Jgawa State, coherent with SAVI’a national strategy
- Manage the State staff, finances and office operations
- Develop and Maintain Strategic relationships with DFID and Senior Officers and with other OFID Programme Managers in the State, Coordinate with other donor Programmes in the State to achieve agreed common outcomes.
- Have full management responsibilities for the delivery and monitoring of the SAVI Programme Objectives for the State associated knowledge management and dissemination of Lessons Learnt.
- Lead the State SAVI Team to implement the agreed projects and actives with civil society organizations, media and the State House of Assembly, including building and maintaining strategic relationships

Minimum Qualifications and Experience:
- Recognized Post Graduate qualification or field experience in a relevant discipline, 10 years relevant experience in programme management, including management of strategy, finances and staff.
Responsibilities:
- Commitment to Staff development as part of a mentoring role using on the job training,
- Has, demonstrable experience in working with Government (at all levels) preferably around governance and accountability.
- 10 years relevant experience in work with CSO, CBOs, coalitions and networks and their interface with Government MDAs.
- A team player who is able to coordinate various streams of work to achieve agreed goals with ownership by the Team and partners.
- Skilled in report writing, fluent written and oral English, as well as fluency in the dominant local language Hausa), facilitation, communication and presentation skills
- Have experience in public speaking and can facilitate forums
- Computer literate, conversant with MS Excel, Word, Power-point and use of the internet
- Hold a Valid Nigerian driving license.
Position: Finance Officer
Broader Objectives:
Primarily to provide financial oversight / control and documentation for the SAVI State Team The work requires a high level of integrity while accommodating the reality and opportunities which the Technical Team have to respond to with partners.
The post requires providing assistance to the State Programme Staff with financial and administrative support, based on well developed processes as set out in the Programme Operations Manual.
Responsibilities:
- Manage patty cash/bank accounts drawing cheques, data entry to the accounts system, reconciliation of bank accounts / statements
- Undertake all banking transactions in the state
- Deduct WHT as prescribed by law and maintain a control account also collect and distribute
- WHT certificates to staff and contractors
- Prepare monthly and quarterly forecasts to be reviewed in Abuja
- Prepare monthly imprest statement and request for top-up from Abuja
- Provision of original supporting documents on expenditure to Abuja and maintain copies locally sand in monthly financial report to the Finance and Operations manager in the approved format
- Liaise with state team on financial procedures m accordance with SAVI financial guideline
- other tasks allocated by the STL / Finance and Operations manager F and OM
- Facilitate capacity building of CSOs on retirements of Programme Funds
Qualification:
- Minimum of 3-5years working experience as an accounts personnel, have a proactive approach and the ability to think outside the box when developing solutions and strategies: independent, self-driven and able to handle multi-tasks while maintaining the required level of detail.
Position: Office Manager
Location: Jigawa
Primarily to provide administrative and logistics support and oversight for the SAVI State Team. The work requires a high level of integrity while accommodating the reality and opportunities which the Technical Team respond to, with partners. The post requires providing assistance to the State Programme Staff with logistics and administrative support, based on well developed processes as set out in the Programme Operations Manuel.
Responsibilities:
- Ensure that the state programme complies to required health and safety standards (fire, personal risk, accident, etc)
- Ensure adequate and reliable IT provision in the state office
- Coordinate with DFID and SLPs for possible sharing of IT services and other cost sharing opportunities
- Following guidance from OM-A and CMA, establish filing systems for sound KM, including data back-ups, and programme-wide common file coding
- Ensure reliable and supply of services for sound KM, including data protocols, electronic file version control, back-ups, and programme-wide common file coding
- Ensure necessary supplies are maintained at minimum stock levels, including fuel
- Maintain asset register/inventory
- Overseeing stock control through admin assistant.
Qualification:
Minimum of 3-5 years working experience with administrative responsibilities and basic appreciation of financial systems, have a proactive approach and the ability to think “outside the box” when developing solutions and strategies; independent, self-driven and able to handle multi-tasks while maintain the required level of detail.
