Finance and Administration Officer at State Partnership for Accountability, Responsiveness and Capability (SPARC)

The State Partnership for Accountability, Responsiveness and Capability (SPARC) is the main governance programme of the Department for International Development (DFID) in Nigeria. SPARC commenced in 2008 and runs through until 2015. Its overall purpose is to enhance the efficiency and effectiveness of selected state level governments’ use of public resources, and it focuses on public financial management, public service management, policy and strategy management and monitoring and evaluation. We are now looking for a Finance & Administration Officer to join the SPARC Team. The FAOs  will be based in Niger, Katsina, Yobe and Zamfara state SPARC offices.

 

Position: Finance and Administration Officer (DFID- Sparc)

 

The FAO will work closely with the State Team Leader (STL), Consultants and Administrative teams at the PMU, Abuja and other SPARC state offices. The FAO will support the STL in the budgeting, forecasting, disbursement, accounting for state programme funds, establishing and ensuring the smooth functioning of all administration and logistical systems at state level.

 

The FAO will be responsible for the following duties:

  • Provide financial management guidance & support to the state team including preparation of budgets, fielding  queries from staff and capacity development of field
  • Ensuring correct weekly and monthly spent returns to PMU.
  • In-put of bank accounts data into Sage (when SAGE & operating at state level) or into excel in the time being
  • Ensure timely transfer of funds from PMU.
  • Ensure receipts/vouchers are logically organised and up to date.
  • Ensure Security for all accounting documents
  • Compile monthly cash-flow forecasts and weekly cash requests and ensure these are sent to PMU Abuja,
  • Ensure an end of month independent cash count by the STL
  • Ensure that assets at the state level are recorded and tagged for vehicles, equipment and furniture.
  • Work with drivers and other staff to ensure repair and maintenance protocols for all assets at state level are followed.
  • Manage lease agreements in accordance to guidelines (office and house)
  • Manage facilities including office and expatriate housing.
  • Act as first point of reference for staff regarding at state level on queries regarding administration, HR, and security issues.
  • Ensure that SPARC admin guidelines are understood and applied by all staff.
  • Vehicle management including ensuring documentation is up to date insurance, road worthiness, log book, etc and also regular services adhered to plus ensuring drivers conduct daily vehicle checks.
  • Ensure regular maintenance  of the generators and proper maintain of the gen log book.
  • Supervise the maintenance of paper based office records and files
  • Ensure all electronic data & correctly archived and filed on the hard drive, and that all hard drives in the office are regularly backed up on an external drive
  • Supervise the drivers.
  • Ensure the planning and implementation of logistics for consultancy inputs
  • Participate in the planning and actual implementation of meetings and workshops
  • Be responsible for timely procurement and maintenance of office equipment
  • Any other duties of a related nature which might reasonably be required and allocated by the STL

 

Requirement

  • Applicants should have a University degree, prefers Business Administration.
  • At least 3 year of working  experience in finance and  Administration.
  • Good computer skills (MS Word, Excel, PowerPoint,); preparedness to learn and manage computer software packages necessary for office work, especially on communication and information management
  • Ability to work under pressure within the office, and prioritize routine and ad hoc tasks.
  • Ability to work independently under minimal supervision as well as in a team in a multi- cultural  working environment
  • Communication Skills: clear, sensitive oral and written communication skills, fluent in English, confidence in communicating across Sparc and externally.
  • Numerate: confident, experienced and accurate with financial Information.
  • Problem Solving: ability to develop multiple  Ideas, comparing and evaluating each to ensure best possible decision.
