Communication Officer at Road Sector Development Team (RSDT)

This invitation for expressions of interest follows the general procurement notice that appeared in UN Development Business online, Issue No. 637 of 11 March 2005

 

The Federal Government of Nigeria (FGN) has received a credit from the International Development Association (IDA) towards the cost of the Federal Roads Development Project (FRDP). The project supports the implementation of the national strategy to ensure sustainable maintenance of the federal road network over the short and medium term in order to provide appropriate levels of service across the entire federal road network.

 

The Federal Ministry of Works (FMW) established the Road Sector Development Team (RSDT) to administer and manage the FRDP, RSDT has identified the need to engage an experienced Communication Officer to assist in developing and sustaining a robust communication strategy for the Team. The Officer is expected to serve as the image maker of the Team thereby enhancing the public image of the Project which may include the publication of news and press releases, brochures and/or related materials He/she will be responsible for coordination of all communication activities of the project through timely dissemination of information within Project Team and its multiple stakeholders (FMW, WB, AfDB the Press etc.) The officer will also help to build a good rapport between the RSDT and its partners and support the Team in marketing the FGN’s effort in reforming the Nigerian Road Sector.

 

Position: Communication Officer

 

Objective of the Services:

The Communication Officer will be responsible for creating, developing implementing and managing communication strategies for the Team, the communication Officer will in the course of discharging his/her responsibilities, focus on the following objectives:

i.        Working to ensure broad and participatory strategic communication        applications to help realize the overall project goals

ii.       Help in implementation of strategic communication activities, geared towards the realization of the project goals

iii.      Ensure timely and information flow within RSDT, and between the Team and its various stakeholders (FMW, WB, AfDB, Policy makers the Press etc)

iv.      Advise and undertake activities that will enable RSDT to maintain good relationship with the public

v.       help in the building of knowledge base for the project through capacity development, to ensure competency and internal efficiencies of the communication staff in    service delivery.

vi.      Provides strategic communications guidance to the team on overall directions and plans,

vii.     Design a good communication strategy to be adopted to support the team’s effort in championing Institutional Reform

 

3.       Qualifications/Specialized knowledge/ Experience Required:

The successful candidate must possess:

  • First degree in Communications, Journalism, sociology, psychology or any of the Social Sciences
  • Membership of professional association is required
  • Post Graduate degree in the above areas from a recognized institution will be an added advantage
  • Minimum of 5 years cognate experience in Development Communications under the World Bank and/or International donor funded projects or 8 years post qualification experience in the print or electronic media social mobilization, public relations or advertising.
  • Excellent knowledge of English language, written and spoken
  • Computer proficiency (Windows, MS Office, Internet Explorer, MS Excel) and expertise in ICT and Social Media platforms are required.
  • Ability to effectively designing and managing public communication programs
  • Demonstrated ability for teamwork
  • The candidate shall have proven experience in developing communication strategies action plans and timelines, training development related issues

 

4.       Duration of the Appointment:

The contract shall be Performance Based and the Consultant shall be appointed on contract for an initial period of two years which be renewable based on performance.

 

Consultants will be selected in accordance with the procedures set out in the World Bank’s Guideline: Selection and Employment of Consultants under IBRD Loans in and IDA credits by World Bank January 2011Edition.
