Vacancies: EMIS and Planning Specialist, Computer Programmer/Data Analyst

RTI International (www.rti.org) is an Independent not-for-profit organization headquartered in the USA and dedicated to improving the human condition through multidisciplinary technical assistance, training and research services. We are seeking qualified Nigerian nationals for two positions for the USAID- funded Northern Education Initiative

The U.S Agency for International Development (USAID) in partnership with the Nigerian Ministry of Education (MOE) has funded a five-year Northern Nigerian Education Initiative (NE1) project focused on improving educational outcomes in the northern States of Bauchi and Sokoto. The Northern initiative has two overall objectives; 1) strengthen state and local government capacity to deliver basic education services by addressing key issues in the management, sustainability and oversight of basic education in selected northern Nigerian states; and 2) increase the access of orphans and vulnerable children to basic education and other Services in NEI states.

Position: EMIS and Planning Specialist

  • The EMIS and Planning Specialist will be based in Sokoto to support interventions designed to strengthen strategic planning systems and strengthen education management information systems. This includes technical assistance to Sokoto state to strengthen institutional review processes and civil society participation in education planning, and improving the quality, access and use of information for decision-making via capacity building of the education management information system.

Qualifications

  • At least five years of relevant experience in education management and planning, with familiarity working in State and local governmental systems in Nigeria.
  • Prior experience providing training and capacity building to staff and counterparts in of planning, information for decision-making, and management.
  • Undergraduate degree in Education, Public Administration, or related field.
  • Fluency in English and Hausa required

Position: Computer Programmer/Data Analyst

  • The Computer Programmer/ Data Analyst will serve as a technical advisor for both Sokoto and Bauchi in support of all NEI components. The primary focus of this position is to support the development of data management applications, analytical tools, and data integration strategies that can be utilized by NEI stakeholders across sectors, particularly Orphans and Vulnerable Children, Teacher Education and Civil Society and Education Planning and Management. This includes providing training to EMIS personnel at both State and LGEA levels on basic computer maintenance, data management, data analysis and reporting: overseeing installation of EMIS hardware and software and training State staff; assisting in linking multiple data sets across the State education databases

Qualifications

  • At least five years of relevant experience in data management, computer programming;
  • Prefer to have familiarity working with State-level information systems in Nigeria.
  • Prior experience providing training and capacity building to staff and counterparts in areas of computer programming, management information systems, and data analysis
  • Undergraduate degree in Computer Science, Public Administration, or related field
  • Fluency in English and Hausa required
