Vacancies: Monitoring and Evaluation Officer, Technical Assistant

The USAID-funded Nigeria Malaria Action plan for States (MAPS) Project is seeking qualified and candidates to fill the positions of Technical Assistant and BCC Officer within its Abuja office as well as Monitoring and Evaluation Officers within the following six states: Nasarawa, Benue, Zamfara, Ebonyi, Oyo, and Cross River. MAPS supports the Nigeria National Malaria Strategic Plan and Nation Malaria Control Program (NMCP) and works to increase the quality, access and uptake of specific malaria control interventions, including ITNs, ACTs, RDTs, and IPTp to pregnant women.

 

The positions descriptions are as follows:

Position:     Monitoring and Evaluation Officer (MEO)

Job Functions:

  • Provide technical support to health facilities to ensure that data are accurately captured, analyzed on monthly basis, used for decision making and reported to the LGA according to set guidelines.
  • Facilitate training and supportive supervision of data officers in the states and LGAs on the use of the data collection tools, data quality assurance and the DHIS and provide technical support and mentoring in the use and trouble shooting of DHIS at the LGA (applicable) and SMCP.
  • Conduct quarterly data quality assurance (DQA) in selected health facilities in collaboration with the LGA focal persons and SMCP officer while supporting data management during LLIN campaigns and providing technical assistant on LLIN data tracking and reporting system.
  • Actively participate in the state monthly M and E meeting and ensure meeting objectives are met.
  • Participate in operational research and scientific documentation as applicable in the state under the guidance of the country office team.

 

Qualifications and Skills:

  • Degree in any of the social sciences; a postgraduate degree in Public Health,
  • Epidemiology, Statistics, or Demography is preferred
  • Three years relevant working experience in M and E and application of DHIS for data management is required.
  • Knowledge of statistical software preferred.
  • Knowledge of USAID monitoring and evaluation application.

 

 

 

Position:     Technical Assistant (TA) to the Chief of Party

Job Function:

  • Assist the Chief of Party to ensure and facilitate the smooth planning, management, and implementation of all MASP activities.
  • Assist the Chief of Party in providing expert support on crosscutting issues, and supervising the State MAPS teams in tandem with Abuja team.
  • Assist the Chief of Party in assuring the cohesion of approach in the focal states and their conformity with the national strategies and policies in tandem with the MAPS team.
  • Assist the Chief of Party to support policy development training, and other initiatives to ensure all are conducted in a professional and appropriate manner in other MAPS locations (as assigned).
  • Assist the Chief of Party in assuring that the annual work plans, procurement plans, disbursement plans, financial reports, and progress reports of the MAPS Project are of high quality and follow their implementation as appropriate.
  • Assist CoP in organizing and managing activity schedules and plans.
  • Any other duties as assigned by the CoP.

 

Qualifications and Skills

  • Degree or Higher National Diploma in any of the social sciences or health related field and a minimum of seven years solid relevant working experience. Alternatively, a Master’s degree in a health related field, with a minimum of five years of relevant work experience.
  • Seven years (with B.Sc or HND) or five years (with Msc) relevant experience working experience in a donor-funded environment. Experience working on a malaria control programme will be an added advantage.
