Pact Nigeria is currently expanding its program portfolio and seeks highly expe­rienced and qualified candidates to fill the above mentioned positions within the shortest possible time.

 

Position: Program Officer –Prevention  (II Positions)

Locations: Ekiti and Rivers State

 

Overall Job Function

Under the supervision of the Prevention Specialist, the Program officer (Prevention) will in collaboration with other staff manage a range of duties relat­ed to grant solicitation and monitoring, program development, capacity building and oversight and providing programmatic and HIV technical assistance to NGO partners. The Program officer will also assist the Prevention Specialist in coordinating activities related to local, state, and national AIDS bodies as needed, to promote the development of national standards in HIV/AIDS Prevention.

 

The Program Officer will work in community-based HIV/AIDS programming, in close collaboration with CBGs. NGOs, FBOs, and other stakeholders.

 

Duties and Responsibilities

  • Supervise the activities of Prevention focal Sub grant recipients and ensure compliance with national guidelines for basic minimum package.
  • Manage a large portfolio of sub-grants and subcontracts; functions include review and overseeing program implementation  and budgets, financial and programmatic reports, program deiiverables,  through  regular contact by phone, email, and site visits;
  • Performs programmatic and financial reviews of program applications as required and participate in the selection process, including assistance with the development of technical and cost questions for finalist applications, as necessary;
  • Provides assistance to sub-grant partners on a range of program manage­ment issues including work plan and budget development, M&E  and PEPFAR indicator reporting, program reporting, and sub-recipient monitoring;
  • Provide technical assistance to partners in the implementation of grantee program activities;
  • Provide guidance and training to grantees on compliance with USAID poli­cies and regulations, financial management, audit and closeout;
  • Ensure that activities listed in grant recipients’ sub-award are implemented
  • Accompany other program staff for site visits to ensure sub grant program implementation and compliance;
  • Assist in responding to USAID request and preparing USAID reports includ­ing work plans, quarterly and annual reports;
  • Perform administrative functions (maintain filling system, scheduling of meetings/ venues) as needed;
  • Represent Pact as requested in meeting with donor representatives, gov­ernment, partners, sub-grantees, applicants, and the public as required;
  • Keep abreast of developments in HIV/AIDS field; document methodologies and results, develop best practice papers that can inform the wider Pact community.
  • Any other duties as assigned by the supervisor

 

Requirements

  • Strong technical skills in HIV/AIDS prevention
  • Minimum of three (3) years’ experience working on HIV prevention
  • A degree in Social sciences or health related field (MPH or Masters in Development studies will be an added advantage)
  • Strong communication and interpersonal skills
  • Familiarity with the national guidelines on HIV prevention
  • Ability and willingness to travel up to 50% of the time.
  • Familiarity with cultural issues around HIV response in Nigeria.
  • Ability to work in a team
  • Demonstrable skill in the use of word processors (MSWord, and PowerPoint)
  • Ability to take initiative and perform under intense pressure.

 

Position: OVC Program Officer (III Positions)

Locations: Enugu, Rivers and Ekiti States

 

Overall Job Function

Under the supervision of the OVC Specialist, the Program Officer will in collaboration  with other staff manage a range of duties related to grant solicitation and  monitoring, program development, capacity building and oversight and provide programmatic and OVC technical assistance to sub partners. The Program Officer wilt also coordinate activities related to local and state bodies as need­ed. The Program Officer will ensure that sub partner program implementation is in accordance with the national guidelines and SOPs for OVC service provision (Childs right act, OVC) National plan of action, National guidelines and standards of practice on OVC). The Program Officer will work in community-based OVC programming, in close collaboration with CBOs, NGOs, FB0s and other stake­holders. The Program will be located in the regional office and oversee the pro­gram implementation of Pact sub partners within the region.

 

Duties and Responsibilities:

  • Provide and coordinate technical assistance activities related to the implementation of grantee program activities
  • Perform programmatic and financial reviews of program applications as required for Pact REACH sub grantees
  • Provide assistance to  sub grant partners on a range of program management issues including  work plan and budget development, M&E and PEPFAR indicator reporting, program reporting, and sub-recipient monitoring;
  • Provide guidance and training to grantees on compliance with USAID policies and regulations, financial management, audit and closeout:
  • Ensure that activities listed in grant recipients’ sub award are implemented; Conduct periodic site visits to ensure sub grant program implementation and compliance;
  • Prepare regular report on the performance of sub grantees
  • Assist in responding to USAID request and preparing USAID reports includ­ing work plans, quarterly and annual reports;
  • Run the all activities in the regional office and perform administrative func­tions (maintain filling system, scheduling of meetings/ venues) as needed; Manages tracking of approved domestic and international travel for sub-grant programs;
  • Represent Pact as requested in meeting with donor representatives, govern­ment, partners, sub grantees, applicants and the public as required;
  • Keep abreast of developments in HIV/AIDS field; document methodologies and results, develop best practice papers that can inform the wider Pact com­munity.
  • Any other duties as assigned by the Supervisor

 

 

Qualification

  • A Bachelor degree in Social sciences or health related field is required
  • Minimum of three (3) years of work experience on an OVC program in Nigeria is required
  • Strong technical knowledge and skills in OVC programming is required
  • Candidate must be familiar with the trends in national OVC program including guidelines, standards of practice., and best practices
  • Candidate must have be willing and available
  • Candidate must be willingness to travel extensively as 50% of the time will be required for travels.
  • Candidate should be familiarity with cultural issues around HIV response in Nigeria,
  • Candidate should have strong interpersonal skis and must be 8 team player
  • Candidate must have the ability to use a computer and Microsoft, Word, excel, Microsoft Outlook and the internet,
