Vacancies: Communication Development Specialist, Management Information System Specialist
Imo State Government is now revalidating to establish the State Project Implementation Unit (SPIU) that would be responsible for implementing a World Bank Assisted Rural Access and Mobility Project (RAMP II). The main objective of RAMP II is to institionalize sustainable rehabilitation and maintenance of rural roads and other rural transport infrastructure in the State. It is expected that the implementation of the Rural Travel and Transport Programme will empower the Local Government Communities to participate in the management and provision of rural transport and services.
Imo State Government therefore requires the services of qualified and experienced candidates to fill the following positions in the SPIU responsible for RAMP in the State:

Position: Communication Development Specialist
Qualification and Experience
- A degree in Communication Arts, English. Agricultural Extension, Economics, Community Development, Sociology and Journalism or related field with 8-10 years post qualification experience in developing grassroot communication strategies, high-level report organization; writing and editing skills.
- Ability to muIti-task dissemination and knowledge sharing activities with composure under pressure. Familiarity with natural resources management, community based development and development economics are desirable.
- Experience with a World Bank / African Development Bank or donor supported project would be an added advantage.
Responsibilities
Review and implement the Development Communications Strategy as articulated in the Project Implementation Manuals (PIM) as guided by the State Project Coordinator; Developing communication messages for the various target groups: Formulate, implement, monitor and evaluate communication activities; Supervise and guide the production of communication materials (including translation; where necessary): Monitor and work collaboratively with States Level Development Communication Specialists. Prepare advertisement materials and messages for publication both in the electronic and print media. Edit materials and proceedings prepared by the SPIU. Implement the Development and Communications Strategy as articulated in PIM and as guided by the SPIU Coordinator. Coordinate and implement training and sensitization on community-driven development at the Local Government level. Carry out other duties as may be assigned by the Project Coordinator.
Position: Management Information System Specialist
Qualification and Experience
- Degree in Electrical/Electronics Engineering; Computer Science and related engineering degrees with experience in information management; programming; software application:
- A minimum of 8 years post qualification experience; two of which must have been in the design, development and implementation of SQL-Databases and client Server Software applications. Knowledge and experience with development tools.
- Knowledge and experience with client side rapid applications. Development and experience using friendly report generator. Possession of a relevant Master s degree shall be an advantage.
Responsibilities
Advise on the organisation of the MIS unit; Establish the working schedule and the MIS design of SPIU; in collaboration with other project, staff: Design and prepare SPIU RAMP Management Information System operational manual: Assess the information needs for the various component of the RAMP and review alongside other project the data-collection formats at the different stages of the micro projects cycle: Assess the local software and hardware market; Prepare technical specification for the procurement of necessary IT, hardware and software applications: Sustain the operation of the MIS of the SPIUs; Upgrade IT hardware and software Ensure MIS hardware and software maintenance and assess other software requirement of the RAMP staff: Develop new reports or formats using existing MIS data: Develop and prepare the required documents using a friendly report generator; Other task as assigned by the Project Coordinator.
