Vacancies: Procurement Specialist, Monitoring and Evaluation Specialist
Imo State Government is now revalidating to establish the State Project Implementation Unit (SPIU) that would be responsible for implementing a World Bank Assisted Rural Access and Mobility Project (RAMP II). The main objective of RAMP II is to institionalize sustainable rehabilitation and maintenance of rural roads and other rural transport infrastructure in the State. It is expected that the implementation of the Rural Travel and Transport Programme will empower the Local Government Communities to participate in the management and provision of rural transport and services.
Imo State Government therefore requires the services of qualified and experienced candidates to fill the following positions in the SPIU responsible for RAMP in the State:

Position: Procurement Specialist
Qualification and Experience:
- A good first degree/HND in Engineering/Law, Purchasing/Marketing and Supply, Business Administration or other relevant qualification with relevant training in Work Bank procurement guideline and procedures.
- Masters Degree in relevant field is an added advantage. At least 5 years of post-qualification experience, in procurement under externally assisted projects. Competence in procurement under externally assisted projects. Ability to communicate and write effectively, Computer literacy is a must.
Responsibilities:
The incumbent will assist the Project Coordinator in the coordination of the procurement of all goods, works and services financed under the project. This include day to day procurement activities of the SPIU including preparation of procurement plans. Updating and implementing the procurement manual. Organizing and coordinating procurement manual. Organizing and coordinating procurement workshop and training for Project Officers. Carrying out any other duties as may be assigned by the Project Coordinator.
Position: Monitoring and Evaluation Specialist
Qualification and Experience:
- A good Bachelor’s degree in Economics, Engineering, Agriculture, Forestry, Agricultural Economics and related field with a minimum of 8 years of post -Qualification experience in Planning, Monitoring and Evaluation of externally assisted projects and 5 years of which must have been with donor funded programme.
- Or a Master’s degree holder with 5 years of post qualification experience out of which 3 years must have been with donor funded programme ass stated above; possession of proven track record in managing and leading investigative teams, ability to communicate and write effectively, computer literacy and competence in the use of standard software applications for statistical analysis will be an advantage.
Responsibilities
The candidate will be responsible to State Project Coordinator and will assist the Coordinator in the monitoring and evaluation component of the project and generation of project specific information on progress, processes and performance. Analysis and aggregation of data generated at various levels to track progress, process quality and project sustainability. He/she will also document arid disseminate feedback and key lessons learnt to relevant users and stakeholders as well as compile monthly, quarterly and annual reports. Monitor progress towards attainment of target and adapt targets to realities. Provide an improved foundation for planning effective resource use, provide record of events and in1 future evaluation. Maintain quality standards and carry out other by the Project Coordinator.
